RELATING TO CONDOMINIUM MANAGEMENT.

Requires condominium boards to post board meeting agendas and make board meeting materials available to association members at least seven days prior to each meeting. Requires association members to be provided an opportunity to submit materials and present testimony about any item on the board meeting agenda. Requires board meeting minutes to include the recorded vote of each board member on all motions without exception. Requires boards to make approved minutes available to association members within seven calendar days. Reduces the number of days after the meeting by which the board must make available unapproved final drafts of the minutes of a meeting.

RELATING TO PUBLIC REPORTS.

Requires the Office of Enterprise Technology Services to establish and maintain an online database of all reports to the legislature made by the judiciary and each department, board, commission, or officer of the State or any of its political subdivisions. Requires the website be online and accessible to the public by 1/1/2018.

RELATING TO THE HILO COMMUNITY ECONOMIC DISTRICT.

Provides for the redevelopment of the Hilo area by establishing the framework, requirements, and conditions for redevelopment districts and specifically designating the Waiakea Peninsula Redevelopment District, appropriates funds for the implementation of the redevelopment district program, and makes conforming amendments to lease restrictions on public lands to facilitate the implementation of redevelopment districts. RELATING TO HEALTH.

Requires all health benefits plans to include coverage for Native Hawaiian culture-based activities, including but not limited to canoe paddling, hula, and lua, that have empirically shown to be effective in the management of weight, cardiovascular health, diabetes, and chronic kidney disease.
