RELATING TO PUBLIC EMPLOYMENT.

Establishes a 6-week paid maternity and paternity leave policy for government employees to ensure that Hawaii's working families are adequately supported during times of needing to provide care to a newborn or bond with a new child.

RELATING TO LABOR.

RELATING TO AGRICULTURE.

Establishes a reimbursement transportation cost payment program within the DOA for geographically disadvantaged farmers and ranchers to reimburse eligible producers with a portion of the cost to transport eligible commodities or inputs used to produce an eligible commodity. Appropriates funds to the DOA for the program. Appropriates funds for 1.0 FTE program coordinator position. (SD1)

RELATING TO MEDICAL MARIJUANA.

Specifies that ten per cent of general excise tax revenues collected from medical marijuana dispensaries and ten per cent of gross income generated by each entity that holds a medical marijuana dispensary license shall be allocated to the mental health and substance abuse special fund. Authorizes moneys in the mental health and substance abuse special fund to be used for the payment of the operating expenses of mental health and substance abuse programs operated by the State. RELATING TO ANIMALS.

Requires research facilities to make available for adoption healthy cats and dogs that the research facility determines are suitable for adoption and are no longer needed for research. Authorizes research facilities to contract with local animal rescue organizations to facilitate the adoption of the cats and dogs. (SD1)

RELATING TO HOUSING AND MIXED-USE DEVELOPMENT.

Allows the HHFDC to negotiate leases for multi-family residential, commercial, and mixed-use projects on public lands for terms in excess of sixty-five years but not exceeding ninety-nine years. Gives the lessee a right of first refusal following a public auction at the termination of the lease; provided that the lessee matches the highest lease rental bid offered. (SD1)

RELATING TO THE STATEWIDE TRAFFIC CODE.

Prohibits smoking in a motor vehicle in which a minor is present. Requires the Department of Health to report on the enforceability of the prohibition and coordination of data collection efforts of the respective law enforcement agencies.

RELATING TO INVASIVE SPECIES.

Allows each county to enact and enforce ordinances necessary to prevent, investigate, control, or eradicate invasive species on any public or private premises within the limits of the county.
