Provides that a minor may consent to emergency shelter if a provider of no cost emergency shelter and services is coordinating with child welfare service.

Repeals requirement that a disabled veteran be in receipt of disability retirement pay in order to be exempt from the payment of annual vehicle registration fees.
Permits the governing body of a county to create, by ordinance, a process for the recordation and enforcement of solar easements. Allows counties to require individuals claiming a solar right to record that right by filing a declaration with the county clerk. Permits the governing body of a county to require, by ordinance, the trimming of vegetation that blocks solar radiation from solar energy devices. Authorizes the ordinance to include a designation for the cost of trimming.
Authorizes the issuance of general obligation bonds to be appropriated into and out of the rental housing revolving fund, dwelling unit revolving fund, and, contingent upon the enactment of S.B. No. 878 in any form, the home ownership housing revolving fund. Requires an amount of the funds appropriated out of the rental housing revolving fund be used to create permanent supportive housing units for chronically homeless individuals. (SD1)

Repeals the requirement that the auditor conduct an annual review of certain rapid transportation authorities in the State. Repeals the requirements that the comptroller verify the capital costs of a locally preferred alternative for a mass transit project and submit a certification statement to the department of budget and finance for the allocation of funds from the mass transit special fund. Repeals the requirement that the senate president and house speaker each appoint 2 non-voting, ex-officio members to the board of directors of certain rapid transportation authorities. Establishes the ALOHA homes program under the Hawaii Housing Finance and Development Corporation (HHFDC) to facilitate the development of low-cost homes for sale to Hawaii residents on state-owned and county-owned land near rail stations of the Honolulu rail transit system, to be known as the urban redevelopment district. Establishes guidelines within the urban redevelopment district and provisions related to the sale of leasehold interest of ALOHA homes. Exempts lands to which HHFDC holds title and land set aside or leased to HHFDC from the definition of public lands in section 1712, HRS, except for purposes of accounting for receipts from ceded lands. Establishes and appropriates funds into and out of the ALOHA homes revolving fund. Authorizes HHFDC to sell the leasehold interest in residential condominium units located on state lands for lease terms of 99 years. Effective 7/1/2050. (SD2)
Requires the department of health to coordinate with each county water and sewage department to establish a low interest loan program for the upgrade or conversion of cesspools in each county to aerobic treatment unit systems.
