RELATING TO A STATE STOCKPILE STORAGE FACILITY.

Requires the Department of Defense, in coordination with the Hawaii Emergency Management Agency, Department of Health, and the Hawaii Technology Development Corporation, to identify and propose an appropriate location for the construction of a state stockpile storage facility to stockpile emergency supplies necessary for responding to natural disasters and pandemics. Requires the family court to appoint counsel to indigent parents in foster care cases and make every effort to do so at the first hearing attended by the parent.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires the chairperson of the public utilities commission to appoint an administrative assistant, a research assistant, and legal counsel to assist each member of the public utilities commission with commission duties. Prohibits the chairperson from dismissing or re-assigning appointed staff members without the prior written approval of the affected commissioner.

RELATING TO NUISANCE ABATEMENT.

Authorizes citizens to bring a nuisance abatement suit under chapter 712, Hawaii Revised Statutes, to enjoin and abate nuisances related to environmental hazards, including tobacco smoke that drifts into any residential unit a person rents, leases, or owns, from another residential or commercial unit.

RELATING TO PROGRAM AND BUDGET PERFORMANCE REVIEW.

Requires the director of the department of budget and finance to conduct program and budget performance reviews of all state agencies biennially. Requires the director of finance to submit a report of the findings to the legislature at the start of each legislative biennial.

RELATING TO MEDICAL CANNABIS PRODUCTS.

RELATING TO CHILD WELFARE.

Defines and recognizes rights in trust for children within the Child Protective Act. Requires family court to appoint guardian ad litem in custody cases. Provides that when a child is subject to harm or imminent harm, has been harmed, or may suffer probable harm is sufficient for police officer to take child into protective custody without court order, for department of human services to assume temporary foster custody of child, and for the department of human services to conduct an investigation.
