RELATING TO A STATE LOTTERY.

Creates a state lottery to begin by 1/1/2023. Creates the state lottery commission, state lottery account, and lottery administration account. Requires certain amounts of lottery revenues to be deposited into the administrative account, general fund, and special funds for university facilities and operations and public school operations. RELATING TO THE TRANSFER OF NON-AGRICULTURAL PARK LANDS.

Requires the department of land natural resources and department of agriculture to meet and identify the non-agricultural park lands that should be rezoned as those in the conservation district. Requires that agricultural lands under the jurisdiction of the department of land and natural resources be transferred to the department of agriculture not later than 12/31/2023. Requires the department of land and natural resources and department of agriculture to meet every five years to discuss transferring remaining lands. Requires the department of agriculture to inquire about any easements needed by the department of land and natural resources before offering a lease. (SD1)

RELATING TO CRIME.

Establishes a special intergovernmental task force to eradicate illegal gambling and drug activities and to establish community safe zones across the State. Requires a report to the legislature. (SD1)

RELATING TO INFORMATION TECHNOLOGY STEERING COMMITTEE.

Preserves the continuity of the Information Technology Steering Committee (ITSC) by establishing four-year terms for its members, subject to the advice and consent of the Senate. Redefines the composition of the committee by allowing the Superintendent of Education and the President of the University of Hawaii to each appoint one member and decreasing the number of members appointed by the President of the Senate and the Speaker of the House of Representatives. Requires the Chief Information Officer to present the Office of Enterprise Technology Services annual report to ITSC prior to submitting it to the Legislature before the convening of each Regular Session. RELATING TO HOUSING.

Lowers conveyance tax rates for properties with a value under $2,000,000. Increases conveyance tax rates for investment properties with certain exceptions. Requires a percentage of conveyance taxes collected to be deposited into the housing finance revolving fund. Effective 1/1/2022. (SD1)

RELATING TO AGRICULTURE.

Clarifies that "traditional and customary subsistence farming", which is customary and traditional subsistence farming conducted by a native Hawaiian cultural practitioner for direct personal or family consumption. Provides that one of the State's policies under the Hawaii State Planning Act's socio-cultural advancement objectives is to assure the right of native Hawaiian cultural practitioners to engage in customary and traditional subsistence farming. Effective 7/1/2060. (SD1)

RELATING TO STATE HOLIDAYS.

Designates November 28 of each year as La Ku‘oko‘a Hawaiian Recognition Day, not constituting a state holiday, to celebrate the historical recognition of independence of the Kingdom of Hawaii. (SD1)

RELATING TO CATALYTIC CONVERTERS.

Requires licensed used motor vehicle part dealers to obtain a written statement by a seller of a catalytic converter that the seller has the lawful right to sell and dispose of the catalytic converter. Requires certain sellers of a catalytic converter to present a receipt or notarized declaration regarding the catalytic converter in certain circumstances. Prohibits a licensed used motor vehicle part dealer from purchasing a catalytic converter with no receipt or notarized declaration and to report the attempted sale to the police. Establishes the offense of theft of catalytic converter as a class C felony. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII.

Expands the membership eligibility for the University of Hawaii's optional retirement system to athletic coaches and assistant coaches who are employed by the University on or after July 1, 2021, and are included in bargaining unit (8). Allows the Board of Regents to utilize existing alternative surrogate retirement plans already offered by State or the University as an alternative. Allows the Board of Regents to adopt rules pertaining to eligibility in the optional retirement system. Prohibits members and former members of the ERS from opting into the optional retirement system. Allows the retirement benefits of the UH optional retirement system to be subject to collective bargaining negotiations for the bargaining units (7) and (8). Effective 7/31/2050. (SD1)

RELATING TO SPEEDY TRIALS.

Creates a statutory right of victims and witnesses of sexual offenses under part V of chapter 707, Hawaii Revised Statutes, to a speedy trial in criminal cases involving adult defendants. Requires the court and the prosecution to take appropriate action to ensure a prompt trial in order to minimize the length of time a child abuse victim or minor witness must endure the stress of the proceedings. Effective 5/1/2029. (SD1)
