Removes acreage restrictions on leases of Hawaiian home lands for agricultural purposes. Provides that the availability of the foregoing leases shall be subject to the availability of suitable tracts of land. Specifies that the foregoing leases may be for for-profit or non-profit purposes. Effective date is May 6, 2037. (SD2)
Requires the department of education to conduct an electrical assessment on all public and conversion charter schools in the State to determine whether its electrical capacity will allow for the installation of air conditioning units and other air purifying devices and note the level of need in each classroom. Requires the department of education to submit a report of its findings and recommendations to the legislature no later than 12/31/2021. (SD2)
Prohibits, after December 31, 2045, the approval or extension of any electricity generation facility that applies or proposes to use fossil fuels to generate electricity or store electricity into a public utility grid-tied energy storage system resource. Prohibits, after December 31, 2045, the use of fossil fuels for the generation or storage or electricity. Prohibits the Public Utilities Commission from approving applications or proposals for public utility cost recovery from any generation or storage facilities that use fossil fuels, except in certain circumstances. Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. Includes the director of health on the Preceptor Credit Assurance Committee. Effective 7/1/2050. (SD2)

Authorizes advanced practice registered nurses, in addition to physicians, to practice medical aid in dying in accordance with their scope of practice and prescribing authority. Authorizes psychiatric mental health nurse practitioners and clinical nurse specialists, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Reduces the mandatory waiting period between oral requests from twenty days to fifteen days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period. (SD2)
