RELATING TO LOW-INCOME HOUSING TAX CREDIT.

Allows the low-income housing tax credit to be allocated among the partners or members of the partnership or limited liability company earning the credit in any manner agreed to by the partners or members. Requires Internal Revenue Service Form 8609 to be included with claims for the low-income housing tax credit. Specifies other restrictions and clarifies the effect of other tax provisions for buildings placed in service after 12/31/2020. Extends the increases made to the low-income housing tax credit from 12/31/2021 to an unspecified date. Applies to taxable years beginning after 12/31/2050. Effective 12/1/2050. (HD3)

RELATING TO THE HAWAII STATE ENERGY OFFICE.

Expands the duties of the Hawaii State Energy Office. Transfers certain duties relating to energy efficiency, renewable energy, energy resilience, and clean transportation related incentives, programs, and goals from the Chief Energy Officer to the Hawaii State Energy Office. RELATING TO ZERO-EMISSION VEHICLES.

Establishes the rental car modernization task force to develop a plan to determine the feasibility of installing electric vehicle charging infrastructure to support a one hundred per cent zeroemission rental motor vehicle fleet by 2035. Requires the task force to submit an initial report to the legislature no later than 12/1/2021, and a final report to the legislature no later than 12/1/2022. Dissolves the task force on 5/31/2023. Effective 1/1/2050. (HD2)

RELATING TO BURIALS.

Includes the use of traditional Native Hawaiian burial practices in the treatment and disposal of human remains, including the use of alkaline hydrolysis. Requires the department of health to adopt rules. Effective 7/1/2060. (HD3)

RELATING TO THE ENFORCEMENT OF LAWS.

Establishes an expeditious adjudication system for the processing of fireworks infractions. Increases the fireworks display permit fee and the fine for certain fireworks violations. Clarifies what constitutes a separate violation. Increases the penalty for removing or extracting the pyrotechnic contents. Authorizes the sheriff division to enforce the fireworks control law. Requires the attorney general to establish an explosion detection technology working group. Requires the department of public safety to develop and implement a web-based reporting tool for illegal fireworks. Appropriates funds. Effective 5/6/2137. (HD2)

RELATING TO AGRICULTURE.

Requires the department of agriculture, in cooperation with the office of the governor, to identify the top ten fruit and vegetable imports to the State that may be commercially grown by farmers in Hawaii and recommend ways to increase their production. Effective 7/1/2050. (HD1)

RELATING TO SERVICES FOR KUPUNA.

Allows the executive office of aging to relax the thirty-hour employment requirement for qualified caregivers under the kupuna caregivers program during a governor-declared state of emergency. Allows the kupuna caregivers program to be delivered through either traditional service delivery or kupuna caregiver-directed services. Clarifies that coaches and service providers shall be mandated reporters who have received adult protective services training. Expands the duties of a coach to include assisting the care recipient and caregiver with the enrollment process. Allows funds under the kupuna caregivers program to be issued to the care recipient's financial management service provider. Requires the director of the executive office on aging to submit an annual report to the legislature and adopt administrative rules. Effective 7/1/2060. (HD2)

RELATING TO ANIMAL FUR PRODUCTS.

RELATING TO CRIMES ON AGRICULTURAL LANDS.
