Establishes the Performing Arts Pilot Program Committee to establish the Performing Arts Pilot Program to select, review, and fund grant proposals for performing arts events. Clarifies the scope of the State Foundation on Culture and the Arts' responsibilities to include administration of the Performing Arts Pilot Program. Requires annual reports to the Legislature. Establishes the Early Childhood Education Scholarship Program within the University of Hawaiʻi to assist students with school tuition in return for a service commitment to teach in the Executive Office on Early Learning Public Prekindergarten Program. Appropriates funds.
Authorizes a court to order the forfeiture of all of the Employees' Retirement System (ERS) benefits of an ERS member, former member, or retirant upon conviction of the individual for a felony related to the State or county employment of the individual. Prohibits designated beneficiaries convicted of a felony under the same set of circumstances as the member, former member, or retirant who was subject to forfeiture of ERS benefits from receiving benefits.
Establishes the compacts of Free Association Census Task Force within the Department of Human Services to conduct a census of COFA residents in Hawaiʻi.
Converts the human trafficking victim services fund to a human trafficking reparations fund. Revises the purposes for the monies in the fund to provide direct financial assistance to victims of trafficking.
Prohibits the Department of Health from issuing permits for commercial burning of green waste products in residential areas or within one thousand feet of a residential property.
Requires governmental bodies to obtain written approval from the Administrator of the State Procurement Office to cancel invitations for bids, requests for proposals, or other solicitations, or reject bids or proposals. Prohibits post-award remedial actions to be taken unless approved in writing by the Administrator of the State Procurement Office.
Authorizes the Hawaiʻi Housing Finance and Development Corporation the right of first refusal for the development of property for all development on state lands, excluding the Stadium Development District and lands under Hawaiʻi Public Housing Authority and Department of Hawaiian Home Land lands, that are within county-designated transit-oriented development zones, or within a one-half mile radius of a proposed or existing transit station if the county has not designated transit-oriented development zones, which shall be triggered by a proposed development or proposed transfer of fee simple or leasehold property interest. Requires state departments or agencies to provide sixty days advance written notice of any approval of a proposed development or proposed transfer of such lands. Effective 7/1/2050. (SD2)
