Exempts unemployment compensation from state personal income tax beginning in the 2023 tax year. Increases the maximum weekly benefit a person may receive in unemployment compensation beginning on 1/1/2025.

Requires the Department of Health, to the extent allowable under federal law, to prioritize the use of water pollution control revolving fund moneys for projects by homeowners to upgrade cesspools to director-approved wastewater systems or connect homeowners' properties to sewerage systems, including projects for the installation of cluster systems or community package plants.
Authorizes the Hawaiʻi Technology Development Corporation to establish a two-year Hawaiʻi Office of Naval Research Grant Program to provide 50% matching grants to Hawaiʻi awardees of alternative energy research grants from the United States Department of Defense Office of Naval Research. Requires the Department of Business, Economic Development, and Tourism to adopt administrative rules to implement the Hawaiʻi Office of Naval Research Grant Program. Establishes the Alternative Energy Research and Development Revolving Fund. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Authorizes the Department of Accounting and General Services to directly hire persons exempt from civil service and collective bargaining requirements. Exempts DAGS employees from civil service.
