Establishes the Teacher Home Assistance Program to be administered by the Hawaiʻi Housing Finance and Development Corporation to provide housing vouchers to certain teachers who are employed by the Department of Education and commit to teach at hard-to-fill schools and charter schools for no less than 5 years. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 20242025.
Establishes a goal to transition all state-owned, non-road vehicles to be zero-emission vehicles by the end of 2045. Defines non-road vehicle.
Beginning October 1, 2024, requires that all cartridges for electronic smoking devices and solutions for filling or refilling an electronic smoking device to be in child-resistant packaging.
Requires petitions or motions for a pro hac vice appearance for a court proceeding or arbitration proceeding to be supported by evidence of the applicant's and local counsel's Hawaiʻi business registrations, the applicant's and local counsel's Hawaiʻi general excise tax license numbers, an affirmation that both the applicant and local counsel will pay all state income tax due for Hawaiʻi business activities, and all other information or documentation required by the Rules of the Supreme Court of the State of Hawaiʻi.
Prohibits the purchase and sale of a motor vehicle to another individual who is not duly licensed to operate that category of motor vehicle. Prohibits the registered owner of a motor vehicle from allowing an individual who is not duly licensed to operate that category of motor vehicle to operate the vehicle. Imposes penalties.
Adds a cap for the amount of tax credits for research activities that an eligible taxpayer and the taxpayer's related entities may receive per taxable year. Consolidates the survey and certification requirements for tax credits for research activities. Amends the annual aggregate cap on tax credits for research activities that the Department of Business, Economic Development, and Tourism may certify. Requires certification of the tax credits for research activities on a first come, first served basis to be based on the date that a complete application is received, subject to certain conditions. Extends from 12/31/2024 to 12/31/2029, the sunset date for tax credits for research activities.
Prohibits any person from intentionally encouraging or coercing any other person to consume alcohol or any other intoxicant for the purpose of enabling the other person to operate a vehicle under the influence of an intoxicant. Provides that a person guilty of this offense shall be subject to the same penalties imposed on a person convicted of operating a vehicle under the influence of an intoxicant.
Clarifies the State's midwifery law to permit care by extended family, cultural supporters, or others with whom a woman chooses to give birth. Specifies that nothing in the midwifery law shall prohibit or restrict healing practices by traditional healers of any ethnic culture or religious faith or their students; limit, alter, or adversely impact any religion or ethnic cultural practices; or prohibit or interfere with a person's right to choose where and with whom the person gives birth.
Raises the criminal penalty for the offense of indecent exposure from a petty misdemeanor to a misdemeanor if the victim is less than sixteen years of age. Provides that the state of mind requirement is not applicable to the fact that the victim is less than sixteen years of age and that the actor is strictly liable with respect to the attendant circumstance that the victim was less than sixteen years of age.
