Requires each hospital licensed in the State to provide an annual attestation to the State Health Planning and Development Agency that the hospital is in compliance with federal hospital price transparency requirements. Permits patients to file a counterclaim against debt collection actions filed by hospitals to determine if the hospital is in compliance with federal hospital price transparency requirements. Requires hospitals to provide patients with an easy-to-understand itemized bill statement before initiating a debt collection action against a patient. Effective 1/30/2050. (HD1)

Adopts the Psychology Interjurisdictional Compact to regulate the practice of telepsychology and temporary in-person, face-to-face practice of psychology by psychologists across state boundaries in the performance of their psychological practice. Requires the Department of Commerce and Consumer Affairs to adopt rules to implement and administer the Compact. Implementation effective January 1, 2028. Effective 1/30/2050. (SD1)

Transfers the rights, powers, functions, and duties of the Aquaculture and Livestock Support Services Branch of the Department of Agriculture and Biosecurity that relate to agricultural enterprises to the Agribusiness Development Corporation. Requires that the regulatory functions of the Aquaculture and Livestock Support Services Branch remain within the Department of Agriculture and Biosecurity. Effective 7/1/2050. (SD2)

Adds a minimum penalty and maximum penalty per violation of the State Water Code. Authorizes the Commission on Water Resource Management to consider each day that a violation exists or continues to exist a separate offense. Establishes factors the CWRM must consider when determining the amount of the penalty. Increases maximum fines every 5 years from 2031 to 2046. Effective 7/1/2050. (SD1)

Requires the Department of Agriculture and Biosecurity to use consistent units of measurement in its summary to the public on the amounts of restricted use pesticides applied. Beginning 1/1/2027, establishes a one-half mile buffer zone for pesticides around schools during normal school hours and state and county public parks. Establishes certain exemptions. Requires any petitioner for a district boundary amendment to obtain a written statement from the Commission on Water Resources Management on water availability in the hydrologic unit or units where the parcel is located and provide that certification to the Land Use Commission. Effective 7/1/2050. (SD2)

Requires condominium maps for lands within an agricultural district to include a letter signed by an appropriate county official or agency certifying that the condominium property regime will conform to county zoning laws. Requires an application for registration of a project in an agricultural district larger than ten acres to include certain additional information. Effective 7/1/2050. (SD1)

Includes weekends and holidays as times where a reasonable warning or request to leave school premises is not required for a person to commit the offense of criminal trespass in the first degree. (SD1)

Requires the Hawaii Teacher Standards Board to develop an alternative pathway for a visiting international educator permit aligned to the duration of the educator's J-1 visa program. Repeals 6/30/2031. Effective 7/1/2050. (SD1)

Establishes an Industrial Hemp Program in the Department of Agriculture and Biosecurity that includes education and support for non-cannabinoid industrial hemp cultivation and use. Establishes the Industrial Hemp Program Advisory Board to develop a strategic plan to establish and expand the processing infrastructure and commercialization of industrial hemp. Requires the University of Hawaii College of Tropical Agriculture and Human Resilience to support research and development focused on local adaptation, sustainability, and economic development goals. Requires DAB to promote partnerships with Native Hawaiian practitioners, cooperatives, and aina-based programs. Adopts state building codes for hemp-based materials, including hempcrete.
