Authorizes the Hawaii housing finance and development corporation, Hawaii community development authority, and Hawaii public housing authority to sell leasehold units in residential condominiums located on state lands.
Authorizes the Department of Land and Natural Resources, in consultation with the Office of Hawaiian Affairs, to delegate to the impacted counties the responsibility for certain historic preservation project reviews, provided that certain requirements are met. Allows the Department of Land and Natural Resources to establish a program to certify third-party individuals and organizations to review documents for completeness and compliance prior to submission of those documents to the Department; provided that certain requirements are met. Provides the chief information officer with the authority to approve, or expedite the approval process of, a state agency's management information system project that is budgeted at or more than $1,000,000, or any other project the chief information officer deems necessary to expedite, by coordinating and focusing appropriate state personnel and resources. Requires the chief information officer to annually report the status of all pending or completed projects over $1,000,000, including whether they are on time and on budget. (SD1)
Requires any express carrier company, common or contract carrier, except water carriers as defined and regulated by the Surface Transportation Board of the United States, or other person that transports liquor from outside the State for delivery in the State to prepare and file a monthly report with the liquor commission or liquor control adjudication board of each county in which deliveries are made. Prohibits a health care insurer, mutual benefit society, or health maintenance organization from requiring an insured, subscriber, member, or enrollee diagnosed with stage two through stage four cancer to undergo step therapy prior to covering the insured for the drug prescribed by the insured's health care provider, under certain conditions, for health insurance policies and contracts issued or renewed after 12/31/2021. Requires Auditor to conduct impact assessment report on mandated health insurance coverage.
Allows the governor to negotiate land exchanges to acquire lands suitable for long-term diversified agricultural production in return for state lands to be developed for affordable, workforce, and other housing. Requires legislative approval for the land exchanges. Report to the Legislature. Effective 7/1/2050. (SD1)
