RELATING TO PARKING CONCESSIONS.

Exempts parking lot operations and ground transportation services at airports and small boat harbors from the mandatory public bidding requirements under the state procurement law. Effective 7/1/2112. (HD1)

RELATING TO FIREWORKS.

Requires the counties to share certain information concerning fireworks with the Harbors Division of the Department of Transportation. Requires each county to submit a report to the Legislature. Effective date 1/1/2050. (SD2)

RELATING TO INCARCERATED WOMEN.

Appropriates funds for the second year of the program to train incarcerated women to be general education development tutors for their peers, provide college correspondence courses for women in the women's community correctional center, and provide reentry and transition services for women wanting to continue their education post-incarceration. Authorizes partnerships between the department of education, University of Hawaii, and department of public safety. Appropriates funds. Effective 7/1/3000. (HD1)

Modernizes the definition of "personal information" for the purposes of notifying affected persons of data and security breaches. (HD1)

RELATING TO HEALTH.

Requires assessment of patients who are subject to emergency hospitalization, diagnosed with a mental illness or severe substance use disorder, and found to be lacking decisional capacity to determine if a surrogate or guardian needs to be appointed to make appropriate health care decisions for the patient. Authorizes certain health care providers to make determinations on the presence of mental illness, substance abuse disorder, and decisional capacity of the patient. Effective 1/1/2050. (SD1)
