Beginning 7/1/2025, requires the Department of Land and Natural Resources State Historic Preservation Division to contract its review of proposed state projects, and projects affecting historic properties to third party consultants if the projects involve the development of affordable housing and the division, after an initial evaluation, determines it will not be able to complete its review within sixty days. Establishes requirements for qualified third parties providing review services. Requires the project proponent to pay for the reasonable fee requirements of the third party consultant. Allows the project proponent to contract or sponsor with any county, housing authority, non-profit organization, or person, to meet the third party fee requirement. Requires the Department to publish a draft of its proposed rules within one year and within one year thereafter, present its proposed final rules to the Board of Land and Natural Resources. (SD1)

Authorizes state facilities to wheel electricity that is produced by their own facility from renewable energy sources to another state facility pursuant to administrative rules established by the Public Utilities Commission. Requires a report by the Public Utilities Commission.

Permits the governing body of a county to create, by ordinance, a process for the recordation and enforcement of solar easements. Allows counties to require individuals claiming a solar easement to record that easement by filing a declaration with the county clerk. Permits the governing body of a county to require, by ordinance, the trimming of vegetation that blocks solar radiation from solar energy devices. Authorizes the ordinance to include a designation for the cost of trimming.
Requires boards to use interactive conference technology to remotely conduct public meetings in conjunction with in-person meetings that allow for public participation. Requires boards to archive certain recordings of meetings on their websites.
Appropriates $5 million dollars to the Department of Agriculture for the Compost Reimbursement Program.
Establishes and appropriates moneys for a food and product innovation network office within the Agribusiness Development Corporation. Establishes a food and product innovation network advisory council to advise the administrators of the food and product innovation network office.
Establishes the offense of fraud as a class B felony. Disqualifies a person from holding elective public office for a period of ten years upon conviction of fraud.
Establishes an income tax credit for qualified media facilities and infrastructure projects. Requires annual reports to the Legislature. Increases the motion picture, digital media, and film production income tax credit for qualified productions that are entirely produced in the State. Changes the cap amount and aggregate cap amount of the motion picture, digital media, and film production income tax credit to unspecified amounts.
