Adds an exception to mandatory disclosure of government records for deliberative and pre-decisional government inter-agency or intra-agency records concerning an agency decision about a government action. From July 1, 2023, through June 30, 2027, requires agencies to report their use of the exception to the Office of Information Practices. Effective 7/1/2112. (SD1)
Clarifies teachers and other personnel of state public charter schools are members of the same collective bargaining unit as their Department of Education counterparts.
Authorizes the counties to reclassify lands fifteen to one fifty acres in certain rural, urban, and agricultural districts in which at least seventy-five per cent of the housing units on the land sought to be reclassified are set aside for persons and families with incomes at or below one hundred per cent of the area median income. Amends the definition of "historic property" to require that the property meets the criteria for inclusion in the Hawaii Register of Historic Places or has important value to Native Hawaiians or other ethnic groups of the State due to associations with cultural practices once carried out, or still carried out, at the property or associations with traditional beliefs, events, or oral accounts that are important to history, traditional practices, and cultural identity. Authorizes the issuance of special number plates to commemorate Carissa Kainani Moore.
Creates license plates to honor veterans of the Iraq and Afghanistan Conflicts.
Makes a person or entity liable for all or a portion of search or rescue expenses when the person or entity knowingly enters state, county, or private property, knowingly enters a hiking trail that is closed to the public, or violates applicable laws, provided that the closure is posted by sign, barricade, or other device that gives reasonable notice of the closure. Requires counties and the State Fire Council to adopt rules as necessary to pursue reimbursements.
Redefines historic property to mean buildings and structures that are over 100 years old.
