Requires water carriers to keep records of persons who retrieve fireworks from a terminal facility. Requires water carriers to provide an annual compilation of persons who retrieve fireworks from a terminal facility to the appropriate county police department. Establishes penalties for violations.
Requires a person to report the person's lost, stolen, or destroyed firearms to the appropriate county police department. Establishes penalties for failure to report and false reporting.
Authorizes counties to require their approval for condominium projects located in agricultural districts that are greater than ten acres prior to the creation of the condominium property regime. Requires a condominium map to be accompanied by a letter certifying that the condominium property regime will conform to the applicable County's zoning laws. Effective 6/30/3000. (HD1)
Makes unlawful for any person to play, use, operate, or otherwise permit a sound amplifier that creates a noise disturbance within thirty feet of a hotel, detached dwelling, or multi-family dwelling in Waikiki between the hours of 7:00 p.m. to 6:00 a.m. Establishes civil fines and criminal penalties for violations.
Authorizes the issuance of special number plates to commemorate the Honolulu Museum of Art.
Requires the Governor to ensure continued operation of medical facilities upon declaration of a state of emergency or local state of emergency and during times of health or pandemic emergencies. Allows hospitals to suspend elective surgeries during the period of emergency to address the facility's bed capacity. Effective 6/30/3000. (HD1)
Provides that where public access is required as a condition of a subdivision, either the county must accept dedication of and maintain the access or identify an entity to own and maintain the access. Authorizes a county to require the subdivider or developer to establish a stewardship fund, controlled by the county, for maintenance purposes.
Authorizes counties, after adoption of an ordinance, to sell private property after all notices, orders, and appeal proceedings are exhausted and to use those revenues to pay unpaid civil fines related to that property; provided that the county sells the property at not less than the market value of similarly situated properties and that all revenues received from the sale that exceed the amount of the unpaid civil fines are refunded to the property owner.
