Authorizes the University of Hawaiʻi to issue $300,000,000 in revenue bonds for the purpose of financing the construction, maintenance, and modernization of qualifying capital improvement projects.

Lowers the salary of the Hawaiʻi Correctional System Oversight Coordinator to be 100% of the salary of the Deputy Director of Human Resources Development, rather than 100% of the salary of the Director of Human Resources Development, effective 12/1/2024.
Excludes from civil service requirements employees performing services in University of Hawaiʻi student or employee housing and certain personal services in privately financed leased or owned buildings.
Increases the amounts for the income tax brackets and personal exemption and standard deduction amounts for tax year 2024. Adjusts annually for tax years beginning after 12/31/2024, the income tax brackets and personal exemption, and standard deduction amounts by a cost-of-living adjustment factor. Amends the taxable income brackets and income tax rates for each filing status for taxable years beginning after 12/31/2023. Defines "cost-of-living adjustment factor".
Adds the Director of Business, Economic Development, and Tourism; Director of Labor and Industrial Relations; and the President of the University of Hawaiʻi to the Board of Education of the Department of Education. Adds the Director of Business, Economic Development, and Tourism; Director of Labor and Industrial Relations; and the Superintendent of Education to the University of Hawaiʻi Board of Regents.
Requires all public schools to implement universal screenings for students in kindergarten through third grade to identify and support students who are at risk of dyslexia and other learning disabilities.
Authorizes the use of motorcoaches, small buses, and vans for school bus services if certain conditions are met.
Requires the DOE to work with the BOE to create a public digital platform by the 2025-2026 school year that shows how schools are adopting high-quality instructional materials for K-6 English language arts.
Beginning 1/1/2027, establishes licensing requirements, including minimum standards and qualifications, for journey worker electric utility linemen and expands the board of electricians and plumbers to include members engaged in electric utility work. Sunsets the original limited exemption from licensing requirements for qualified electricians that was originally enacted by Act 65, SLH 2013, and extended pursuant to Act 60, SLH 2018.
Decreases the number of board members of the Employer-Union Health Benefits Trust Fund from 10 trustees to 9. Changes the composition of board members to include 2 citizens of the State who are not employees, among other things. Limits the trustee's service after the end of the term to until the trustee's successor is appointed or 120 days after the trustee's term ends, whichever comes first.
