RELATING TO AGRICULTURE.

Establishes a reimbursement transportation cost payment program within the DOA for geographically disadvantaged farmers and ranchers to reimburse eligible producers with a portion of the cost to transport eligible commodities or inputs used to produce an eligible commodity. Appropriates funds to the DOA for the program. Appropriates funds for 1.0 FTE program coordinator position. (SD1)

RELATING TO AGRICULTURE.

Amends the environmental response, energy, and food security tax to allocate a portion of the proceeds to the Hawaii agricultural development revolving fund. Directs funds deposited into the Hawaii agricultural development revolving fund through the environmental response, energy, and food security tax to be expended to acquire agricultural land and to assist with food sustainability. Takes effect 7/1/2050. (SD1)

RELATING TO TAXATION.

Requires a general excise tax license to be conspicuously displayed within any vehicle being driven by a taxicab driver or transportation network company driver. Provides penalties.

RELATING TO ENERGY STORAGE.

Creates the energy storage market acceleration program and energy storage rebate program to be administered by the public benefits fee administrator. Establishes an energy storage system rebate for energy storage system providers and allows for rebates under the program to be paid out of the public benefits fee. Requires the public utilities commission to establish rebate amounts under the program annually. Authorizes the public utilities commission to increase the public benefits fee if necessary to fund the programs. (SD1)

RELATING TO A YOUTH ADVISORY COMMISSION.

Establishes a youth advisory commission within the office of youth services to advise the governor and legislature on issues relating to youth. Appropriates funds. (SD1)

RELATING TO EDUCATION.

Requires the department of education to develop and implement a state plan for computer science education in all public schools. Requires public intermediate, middle, and high schools to offer computer science courses for grades six through twelve. Allows applicants to the University of Hawaii to substitute computer science courses for other admission requirements.

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Allows the Office of Hawaiian Affairs Board of Trustees to appoint a deputy administrator, chief operating officer, and corporation counsel by a majority vote. Allows for their removal for cause by two-thirds vote. Clarifies that the administrator shall not employ a deputy administrator, chief operating officer, or corporation counsel.
