Requires prompt repair of any damages to the common areas or common elements in a planned community association or condominium. Specifies that if a management company or managing agent is responsible for repairs on an association's behalf and fails to complete the repairs within six months, then the management company or managing agent shall be liable for double the amount of damages. Specifies that when a management company or managing agent fails to pay for damages, the association may deduct that amount from any fees the association owes to the management company or managing agent.

Requires the attorney general to serve as legal adviser to the board of trustees of the employees' retirement system and repeals the authority of an appointed representative or outside counsel selected by the board to serve as legal advisor.
Removes the limit on the number of board members allowed to have private discussions regarding the selection of the board's officers.
Authorizes the issuance of general obligation bonds for construction and infrastructure development projects to provide affordable housing units for middle class and low income residents. Allows moneys from the conveyance tax and the county surcharge on state tax to be used to repay the bonds.
Requires that two members of the University of Hawaii board of regents be faculty members. Prohibits the University of Hawaii board of regents from increasing tuition fees until an unspecified date. Establishes a cap on the University of Hawaii's general fund appropriation for operating expenses for the next five fiscal years. Requires health care facilities to use transport services from an air ambulance that is contracted with the patient's health carrier when transferring the patient to another health care facility via air ambulance, except under certain conditions. Requires notification if a non-contracted air ambulance service is utilized. (SD1)
