RELATING TO THE HAWAIIAN LANGUAGE.

Requires all newly created, replaced, or reprinted state and county letterheads, documents, symbols, and emblems to include accurate, appropriate, and authentic Hawaiian names and language. Establishes references for accurate, appropriate, and authentic Hawaiian names and words, including proper Hawaiian spelling and punctuation. Effective 3/9/2092. (SD2)

RELATING TO ELECTIONS.

Requires recounts of election votes when the margin of victory is less than two hundred fifty votes or less than one per cent of the votes cast, whichever is less. Takes effect on 01/07/59. (SD2)

RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires any report of a study or an audit enacted with a legislative appropriation and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or Office of Hawaiian Affairs, to be submitted to the senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library. Requires a public hearing or informational briefing within one year of receipt of report, except if extension granted to the hearing or briefing requirement by the senate president or speaker of the house of representatives or if the requirement is waived by the senate president or speaker of the house of representative. RELATING TO CAMPAIGN FINANCE.

Replaces the Hawaii election campaign fund with the general revenues of the State as the funding source for the operating expenses of the campaign spending commission. Allows the commission to use moneys from the Hawaii election campaign fund for investigations if the commission determines that its operating expenses appropriated from general revenues will be insufficient to cover the costs of investigations. Appropriates general revenues to the commission for operating expenses. Takes effect on 01/07/2059. (SD2)

RELATING TO FIREARMS.

Requires that certain agencies be notified when a firearm permit application is denied because the applicant is prohibited from owning, possessing, receiving, or controlling a firearm under federal or state law. Requires the firearms permit issuing authority to notify the court that issued a protective or restraining order on an applicant, as applicable, upon notification of a permit denial. Requires the department of public safety to notify the probation or parole officer of an applicant, if applicable, upon notification of a permit denial. Takes effect 5/22/2050. (SD2)

RELATING TO LAW ENFORCEMENT CAMERAS.

Establishes requirements for body-worn cameras for law enforcement officers. Establishes policy guidelines for the use and discontinuance of use of body-worn cameras by law enforcement officers. Establishes certain restrictions on the use of body-worn cameras by on-duty law enforcement officers. Adds retention and deletion requirements for body-worn camera footage. Prohibits certain uses of body-worn camera video footage. Establishes violations of recording and retention requirements. Appropriates funds as a grant-in-aid to each county for the purchase of body-worn video cameras; provided that no funds appropriated to a county shall be expended unless matched dollar-for-dollar by the county. Requires the county police departments to report costs of implementing and maintaining the body-worn camera program to the legislature. Takes effect on 1/7/2059. (SD2)

RELATING TO RESEARCH AND TECHNOLOGY GRANTS.

Establishes the research and technology grant program within the high technology development corporation to provide grants to qualified research and technology companies in Hawaii for eligible projects. Establishes program guidelines and eligibility criteria for research and technology companies. Requires eligible projects to foster science, technology, engineering, or mathematics education at the K-12 or university levels. Appropriates funds to the program. Effective 7/1/2050. (SD1)

RELATING TO BONDS.

Restricts the use of general obligation or revenue bond proceeds to pay for the unfunded pension or other post-employment benefit liabilities accrued for state employees or retirees, by requiring a two-thirds majority vote of each house of the legislature to enact legislation that authorizes the use of bond proceeds for such purposes. Effective August 30, 2050. (SD1)

RELATING TO FIREARMS.

Clarifies that failure to register a firearm within the required time period does not relieve the owner of the duty to register the firearm. Allows the owner of an unregistered firearm to register the firearm thereafter without penalty. Takes effect on 1/7/2059. (SD2)

RELATING TO PUBLIC AGENCY MEETINGS.

Allows the minutes at public agency meetings to be kept by written or recorded by analog or digital means. If the minutes are recorded, requires that a written summary accompany minutes, and that the written summary include any significant actions taken by the board, including motions and votes made by the board. Requires recorded minutes to be available within ten days after the board meeting, with certain exceptions. Requires the board to maintain reasonable care of any original or duplicate recordings of minutes that are recorded by analog or digital means. Takes effect on July 1, 2050. (SD2)
