Alters the definition of "business" or "engaging" in business under the general excise tax laws to exclude casual sales and businesses that have a worldwide web site as a third-party content provider on a computer physically located in the State but owned by a non-affiliated person; use non-affiliated third-party call centers that accept and process telephone or electronic orders of tangible personal property or licenses primarily from non-Hawaii buyers, which orders are forwarded to a location outside of Hawaii for filing, or to provide services primarily to non-Hawaii customers; and activities of a person without physical presence in the State if the person and the person's affiliates have less than $100,000 of gross receipts in the State based on receipts from the prior calendar year.

Requires the department of health to create and maintain an online information portal making available to the public by January 1, 2018, the information published annually in the Healthcare-Associated Infections in Hawaii report. Requires the department to update the portal annually.
Allows motorcycles to share the same lane as other vehicles when stopped or moving.
Creates the Civilian Unmanned Aerial Systems Volunteer Corps as part of the Hawaii Emergency Management Agency to assist the state or counties when there is a need for disaster relief.
Establishes a three-year pilot project that authorizes a vehicle with a single occupant to use the zipper lane for a fee. Appropriates funds to the department of transportation for the pilot project.
Repeals the Education Research and Development Revolving Fund and transfers the unencumbered balances to the general fund as recommended by the Auditor in Auditor's Report No. 16-11.
Appropriates moneys for start-up grants for one or more new pre-opening public charter schools. (SB197 HD1)
Prohibits the Chairperson of BLNR from adopting any rule with respect to a small boat harbor where a marine fueling station has been established that requires the exclusive fueling of vessels from that station only.
Requires the department of education to develop and implement a state plan for computer science education in all public schools. Requires public intermediate, middle, and high schools to offer computer science courses for grades six through twelve. Allows applicants to the University of Hawaii to substitute computer science courses for other admission requirements.
Removes limits on the fees assessable by the counties for motor vehicle registration. Allows the counties to use the funds collected from such fees towards the beautification of highways and disposal of abandoned and derelict vehicles.
