Limits the number of standardized tests a student shall take in a school year. Requires the board of education to conduct a statewide survey of school administrators and teachers to determine the time spent on preparing for standardized tests and the impact of preparation time on the quality of instruction.

Allows schools to stock auto-injectable epinephrine. Authorizes designated school personnel to provide epinephrine to student for self-administration. Requires training to designated school personnel in the administration of insulin, glucagon, and auto-injectable epinephrine.
Expands the definition of "aftermarket motorcycle frame" to include a frame that was built as a hobby and retrofitted with certain features to be in compliance with all applicable Federal Motor Vehicle Safety Standards. Requires a county director of finance to register a motorcycle with an aftermarket motorcycle frame that meets all registration requirements.
Provides that funds received from the federal government for the purpose of addressing domestic violence and moneys from the Emergency Medical Services Special Fund shall not be distributed to a law enforcement agency or emergency medical services agency whose policies, procedures, and training for personnel and supervisors do not formally require lethality assessments and safety planning with victims of domestic violence. Takes effect 7/1/2020.
Clarifies that citizen complaints against a police officer alleging acts of domestic abuse against a family or household member on the part of the police officer shall not be required to be filed as a notarized or sworn written statement. Takes effect 1/1/2050. (SD1)
Allows a principal of a public school to enter into contracts for goods, services, and construction valued at less than $25,000.
Creates a Hawaii Sexual Assault Response Team to address the manner in which sexual assault evidence collection kits are processed and tracked, and to ensure that victims of sexual assault are informed of their rights under the law. Requires annual reports to the Attorney General on the status of sexual assault evidence collection kits and annual summary reports by the Attorney General to the legislature. Appropriates funds. Requires the department of health to establish an electronic registry system for the purpose of collecting a patient's provider order for life-sustaining treatment form and disseminating the information to an authorized user. Specifies certain requirements for the registry.
Requires that health insurance policies offered by health insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations include coverage for clinical victim support services for victims of sexual violence and abuse who suffer from mental disorders. (SD1)
Adopts section 199A of the Internal Revenue Code pertaining to qualified business income.
