RELATING TO EMERGENCY MANAGEMENT.

Requires the owners of buildings open to the public to provide shelter to visiting members of the public in cases of emergency or disaster. Requires the owners of buildings open to the public to inform the appropriate county emergency management agency of the designated shelter area. RELATING TO AUTOMATIC RESTRAINING ORDERS.

Automatically imposes a restraining order upon parties filing for annulment, divorce, or separation to preserve the financial assets of the parties and their dependents. Effective 7/1/2035. (SD1)

RELATING TO INFORMATION TECHNOLOGY.

Attaches the office of enterprise technology services to the department of accounting and general services administratively. Reorganizes the members of the information technology steering committee and requires members of the steering committee to be appointed by the governor and confirmed by the senate. Authorizes the steering committee to submit to the governor a list of names for the position of chief information officer and requires the advice and consent from the senate. Sets a term limit for the steering committee members and chief information officer. (SD1)

RELATING TO HOMELESS INDIVIDUALS WITH SEVERE MENTAL ILLNESS.

Requires the department of human services, in consultation with the department of health, to issue a request for proposal to contract for services and housing for homeless individuals with severe mental health illness who have been discharged from acute care and require further medical assistance. RELATING TO PUBLIC EDUCATION.

Establishes the education special fund and allocates twenty-five per cent of the general excise tax revenue to be deposited into the education special fund to fund public education. Appropriates moneys out of the education special fund. (SD1)

RELATING TO PROCUREMENT.

Establishes that the requirements of ethical public procurement and the procurement code of ethics established by the Procurement Policy Board apply to all parties to procurement contracts that are otherwise exempted from the procurement code.
