Repeals the statutory cap on the disposition of conveyance taxes dedicated for deposit into the rental housing revolving fund for the financing of affordable rental housing development.
Requires a biotechnology company that sells a genetically modified animal, plant, or seed that the company knows or has reason to believe will be used to produce an agricultural commodity to provide written disclosure of possible risks from the use of such an organism; written notice does not waive any liability a biotechnology company may have toward a purchaser.
Requires an affidavit on application for voter registration to be included as part of the application for driver's licenses and civil identification cards. Prevents processing of application for driver's licenses or civil identification cards unless voter affidavit is complete or declined. Clarifies that applicant who does not want information electronically transmitted to office of elections must affirmatively decline to register to vote.
Creates the Civilian Unmanned Aerial Systems Volunteer Corps as part of the Hawaii Emergency Management Agency to assist the state or counties when there is a need for disaster relief.
Restricts management fees to an amount that reflects a reasonable value for services rendered. Requires that condominium property managers, associations of apartment owners, and planned community associations make association documents available to owners under reasonable terms, including through a property management company's or association's website, if one exists, and for reasonable costs.
Establishes a family leave insurance program, which requires employees to make contributions into a trust fund that can be used to provide employees with family leave insurance benefits to care for a designated person. Expands the number of weeks of family leave from four to twelve weeks under the family leave law. Appropriates funds to the department of labor and industrial relations to implement the family leave insurance program. Requires a study to be performed by the department of labor and industrial relations and an actuarial study to be performed by the department of budget and finance.
Creates the class C offense of endangering public transportation for tampering with a public highway or a facility of public transportation with intent to cause any damage, malfunction, nonfunction, theft, or unauthorized removal of material which would result in the creation of a substantial risk of death or serious bodily injury to another person. Defines facility of public transportation.
Requires police commissions to establish and police officers to complete training programs on cultural competency and implicit bias and racial and ethnic sensitivity. Requires DPS to establish and public safety officers to complete training programs on cultural competency and implicit bias and racial and ethnic sensitivity. Requires police commissions to ensure that all full-time police officers receive crisis intervention training related to interaction with persons with mental disabilities. Requires police commissions to establish policies for officer interaction with persons with mental disabilities and homeless persons.
Allows motorcycles to share the same lane as other vehicles when stopped or moving.
Authorizes the Hawaii community development authority to prepare a programmatic environmental impact statement for housing development projects on all lands within the Kakaako community development district. Allows the programmatic environmental impact statement, once it is accepted by the office of environmental quality control, to satisfy the environmental assessment and impact statement requirements for any housing development project within the Kakaako community development district.
