Establishes requirements for body-worn cameras for law enforcement officers. Establishes policy guidelines for the use and discontinuance of use of body-worn cameras by law enforcement officers. Establishes certain restrictions on the use of body-worn cameras by on-duty law enforcement officers. Adds retention and deletion requirements for body-worn camera footage. Prohibits certain uses of body-worn camera video footage. Establishes violations of recording and retention requirements. Appropriates funds as a grant-in-aid to each county for the purchase of body-worn video cameras; provided that no funds appropriated to a county shall be expended unless matched dollar-for-dollar by the county. Requires the county police departments to report costs of implementing and maintaining the body-worn camera program to the legislature. Takes effect on 1/7/2059. (SD2)

Prohibits the owner of a moped or a moped dealer or repair shop from modifying a moped, including removing a speed limiter, to increase the top speed and horsepower. Makes current fine applicable to moped owners. Increases penalty to a petty misdemeanor fine for a moped dealer or repair shop. Clarifies a moped dealer or repair shop will not be fined unless the dealer or shop is the entity that makes the modification. (SD1)
Creates a 50% tax credit to a maximum of $250,000 for costs involved in projects that provide housing for low-income and very-low-income residents.
Requires operators of child care facilities, including family child care homes, group child care centers, and group child care homes, and infant and toddler child care centers that care for children one year of age or younger to implement and maintain safe sleep policies to prevent sudden unexpected infant deaths and sudden infant death syndrome in accordance with rules adopted by the Department of Human Services.
Requires the Department of Budget and Finance to submit to the Legislature before the 2019 regular session a report with estimates for fiscal year 2018-2019 and fiscal year 2019-2020 of general fund appropriations and expenditures for non-discretionary costs. Requires the Director of Finance to recommend whether the information should be provided annually after 2019. (CD1)
Clarifies the scope of the private trade, vocational, and technical school licensure program within the department of education. Establishes a licensing fee to ensure the sustainability of the licensure program. Establishes a license renewal process and fee. Creates the private trade, vocational, and technical school licensure special fund. Appropriates moneys for one full-time equivalent position within the department of education to administer licensing. (CD1)
Requires that peer reviews performed on public accounting firms are performed in accordance with the entirety of the Statements on Standards for Attestation Engagements adopted by the American Institute of Certified Public Accountants. (CD1)
Authorizes all class B and C felony charges to be instituted by written information subject to specified exceptions. (CD1)
Prohibits associations of apartment owners, boards of directors, managing agents, resident managers, unit owners, and persons acting on behalf of associations or unit owners from retaliating against a unit owner, board member, managing agent, resident manager, or association employee who files a complaint; acts in furtherance of a complaint, report, or investigation of an alleged violation of the State's condominium laws or a condominium's governing documents; or exercises or attempts to exercise any right as a unit owner.
