RELATING TO TAXATION.

Allows transient accommodations brokers to register as tax collection agents to collect and remit general excise and transient accommodations taxes on behalf of operators and plan managers using their services. RELATING TO HIGHWAY SAFETY.

Increases the fines for violations associated with a person operating a vehicle after the person's license and privilege has been suspended or revoked for operating a vehicle under the influence of an intoxicant.

RELATING TO TAXATION.

Authorizes a county with a population greater than 500,000 to extend the county surcharge on state tax to December 31, 2047. Requires a county that uses the surcharge on state tax for a mass transit project to submit quarterly progress reports to the legislature. Permits counties to use the surcharge on state tax for infrastructure for affordable housing and transit-oriented development. Authorizes the legislature to hold revenues collected from the surcharge on state tax for county use by concurrent resolution. Deducts twenty-five per cent of the amount from the gross proceeds of a county's surcharge on state tax for costs associated with handling the assessment, collection, and disposition of the county surcharge on state tax, and the construction of transit-oriented development and other related transportation projects.

RELATING TO PUBLIC SAFETY.

Requires police departments to disclose to the Legislature the identity of an officer upon the officer's discharge or second suspension in a five-year period. Requires disclosure of certain information under the Uniform Information Practices Act after a police officer's second suspension in a five-year period. (SD1)

RELATING TO TAXATION.

Requires a general excise tax license to be conspicuously displayed within any vehicle being driven by a taxicab driver or transportation network company driver. Provides penalties.

RELATING TO PROCUREMENT.

Requires public procurement construction bids to list subcontractors and joint contractors only for contracts of an unspecified dollar amount or more; provided that bids lacking this list may be accepted if in the State's best interest and subcontractor and joint contractor work is an unspecified per cent or less of the total bid amount. Effective July 1, 2050. (SD1)

RELATING TO CHARTER TOUR OPERATORS.

Permits charter tour operators to maintain client trust accounts in a federally insured financial institution outside the State; provided that the charter tour operator agrees to allow the Department of Commerce and Consumer Affairs to access the tour operator's financial records related to client trust accounts through the financial institution. RELATING TO HAWAIIAN TRADITIONAL AND CUSTOMARY PRACTICES.

Establishes a model project at a location selected by DLNR to designate areas for planting and growing coconut trees for Hawaiian traditional and customary gathering practices. Appropriates funds for the model project. (SB640 HD1)
