Establishes that the requirements of ethical public procurement and the procurement code of ethics established by the Procurement Policy Board apply to all parties to procurement contracts that are otherwise exempted from the procurement code.

Prohibits discrimination on the basis of sex, including gender identity or expression or sexual orientation, or disability, in any state educational program or activity or in any educational program or activity that receives state financial assistance. Takes effect 1/1/2019. (SD1)
Requires the members of governing boards of charter schools to be certified through programs on ethics, procurement, and fiduciary responsibilities and that are approved by the State Public Charter School Commission no later than their first year serving on the governing board. Requires all governing board members serving on July 1, 2018, to be certified no later than June 30, 2019. (SD1)
Establishes Queen Lili‘uokalani Day on the first Monday in the month of September each year, rather than on September 2, in order to coincide with Labor Day.
Establishes procedures for a parent or legal guardian to obtain authorization to home school a child. Requires the complex area superintendent or the complex area superintendent's authorized representative to request child welfare services to conduct a child abuse and neglect history inquiry and provide information to the department of education to conduct a background check before approving or denying a notification of intent to home school. Authorizes a parent or legal guardian to petition the family court if the notification of intent to home school is denied.
Prohibits a person from intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional airbag, or airbag that does not meet federal safety requirements. Prohibits a person from intentionally or knowingly selling, offering for sale, installing, or reinstalling in a motor vehicle any device that causes the motor vehicle's diagnostic systems to fail to warn that the motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional airbag or that no airbag is installed, as applicable. Requires the counties to designate an agency to inform the public and hold a hearing when lands included in a community master plan are proposed for sale and intended to be used for a purpose other than as proposed in the master plan. Takes effect on 07/01/2050. (SD1)
Requires owners or operators of ticket issuing machines to list a customer service number on the machine. Requires a person who is parking in a stall that is paid for by a ticket issuing machine to contact the owner or operator of the machine if the machine is inoperable within two hours to avoid being subject to towing. Requires the owner or operator of the inoperable ticket issuing machine to provide an attendant at the machine within thirty minutes. Prohibits a towing company from towing a vehicle that is parked in a parking stall that would otherwise require a person to pay for parking by means of a ticket issuing machine if the machine is inoperable if certain conditions are met. Limits the number of standardized tests a student shall take in a school year. Requires the board of education to conduct a statewide survey of school administrators and teachers to determine the time spent on preparing for standardized tests and the impact of preparation time on the quality of instruction.
Allows schools to stock auto-injectable epinephrine. Authorizes designated school personnel to provide epinephrine to student for self-administration. Requires training to designated school personnel in the administration of insulin, glucagon, and auto-injectable epinephrine.
