Amends conditions and requirements for sale of liquor by class 14 brewpub and class 18 small craft producer pub licensees. Permits sale at multiple locations statewide. Clarifies that each location is under the jurisdiction of the liquor commission of the county in which the location is located. Increases maximum production ceiling for class 18 licensees. Allows direct shipping of all forms of liquor, rather than just wine, by certain licensees. (SB2711 HD2)
Amends the offense of abuse of family or household members to provide for felony, misdemeanor, and petty misdemeanor penalties. Expands the family court's jurisdiction over cases involving harassment of a family or household member. Allows the granting of a deferred acceptance of guilty or no contest plea in cases involving misdemeanor abuse of a family or household member in the second degree. Requires that no-contact and stay-away orders issued in criminal cases involving abuse of a family or household member or non-physical forms of harassment of a family or household member be converted by the court to a new protective order that shall remain in effect for a fixed reasonable period as the court deems appropriate, unless the victim or witness requests otherwise; provided that a hearing on the issue is held and certain requirements are met. Establishes a task force to conduct a comprehensive analysis and evaluation on all general education courses and high attendance courses taught at the University of Hawaii system to use no- or low-cost options for those courses. (SB2328 HD1)
Adopts the Uniform Regulation of Virtual Currency Businesses Act and codifies the Act. Amends the Money Transmitters Act to expressly apply to persons engaged in the transmission of virtual currency. Requires a licensee dealing with virtual currency to provide a warning to a consumer prior to entering into an agreement with the consumer. (SB3082 HD1)
Establishes a process to upgrade and support next-generation wireless broadband infrastructure throughout the State. Establishes a permitting, application, review, and approval process for wireless providers or communications services providers to install wireless facilities on state or county solely-owned utility poles, or install associated utility poles, in the right of way. Applies to permit applications filed with the State or county after December 31, 2018. (SB2704 HD1)
Caps increases in tuition for the University of Hawaii based on the change in the State's median household income. Requires the University of Hawaii Economic Research Organization to conduct a study regarding tuition affordability and the Consumer Price Index. (SB2329 HD1)
