Requires the Hawaii Tourism Authority to develop and implement a 5-year strategic plan for 2020 to 2025, and every 5 years thereafter, to decrease visitor counts to the State while increasing per visitor spending. Requires that any tourism marketing plan developed by the Hawaii Tourism Authority be developed with the aim of reducing visitor count and increasing per visitor spending.
Establishes an organized research unit for cancer research within the University of Hawaii John A. Burns School of Medicine.
Requires a biotechnology company that sells a genetically modified animal, plant, or seed that the company knows or has reason to believe will be used to produce an agricultural commodity to provide written disclosure of possible risks from the use of such an organism. Specifies that written notice does not waive any liability a biotechnology company may have toward a purchaser.
Prohibits the issuance of covered source air permits for coal-burning electricity generation facilities after 2022. Prohibits the approval of new power purchase agreements for electricity generated from coal.
Requires the University of Hawaii to develop a single articulation pathway that allows students who complete an associate degree in a field relating to early childhood education to pursue a common curriculum in early childhood education that will articulate, without alteration, with a related baccalaureate degree program at another University of Hawaii campus. Establishes an early childhood education articulation working group to assist the University of Hawaii in developing the articulation pathway. Requires reports to the Legislature.
Establishes neighborhood revitalization boards, administered by the counties, to develop, advocate for, and implement neighborhood revitalization plans. Requires the counties to provide a percentage of matching funds for any revitalization plan or project for which the State provides funds.
Lowers the age a person can be exempt from jury duty from eighty years of age or older to seventy-five years of age or older.
