RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Authorizes the Hawaii housing finance and development corporation the right of first refusal for the development of property for all development on state lands, excluding Hawaii Public Housing Authority and Department of Hawaiian Home Land lands, that are within a one-half mile radius of a rail transit station provided there is a transfer of any property interest, including a leasehold interest, of state lands that are within a one-half mile radius of a rail transit station. RELATING TO CIVIL RIGHTS.

Prohibits discrimination against any individual in selection, termination, terms or conditions of an internship or job training program because of the individual's race, sex including gender identity or expression, sexual orientation, age, religion, color, ancestry, disability, marital status, arrest and court record, or reproductive health decision. (SD1)

RELATING TO CLAIMS AGAINST THE STATE.

Provides that claims against the State exceeding the amounts that may be paid by the comptroller shall be paid by the department or agency that is found liable for the claim, as determined by the Attorney General. (SD1)

RELATING TO EDUCATION.

Beginning with the 2020-2021 fiscal year, reduces from 6.5% to 5.0% the portion of the total Department of Education operating budget that may be expended for the department's administrative expenditures. Increases the percentage of appropriations for the total budget of the department that principals may expend, from 70% to 75%. Effective 7/1/2050. (SD1)

RELATING TO FIREARMS.

Establishes the Attorney General's authority, and clarifies the respective county police chiefs' existing authority, and requires the Attorney General to grant licenses to carry concealed or unconcealed firearms. Specifies training requirements for license applicants. Amends the fee from a perlicense to a per-application basis and increases the fee. (SD1)

RELATING TO TAXATION.

Establishes a child care expense refundable tax credit that is equal to an unspecified per cent of the amount the taxpayer spent on eligible child care expenses during that taxable year. Defines "eligible child care expenses" as the total amount the taxpayer paid to a child care facility in the State for the care of a child who is under the age of 13 and for whom the taxpayer is entitled to a deduction under section 235-54(a), HRS. Prohibits a taxpayer from claiming both the child care expenses tax credit and the credit for employment-related expenses for household and dependent care services under section 235-55.6, HRS. Applies to taxable years beginning after December 31, 2019.

PROPOSING AN AMENDMENT TO ARTICLE X, SECTION 6, OF THE HAWAII STATE CONSTITUTION, TO MODIFY THE APPOINTMENT PROCESS FOR THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII.

Proposes an amendment to article X, section 6, of the Hawaii State Constitution to modify the appointment process for the Board of Regents of the University of Hawaii. Repeals the requirement that the Governor can only appoint from pools of candidates presented by the Candidate Advisory Council for the Board of Regents of the University of Hawaii.

RELATING TO THE GENERAL FUND.

Provides a tax credit to taxpayers and makes deposits to the emergency and budget reserve fund and other post-employment benefits trust fund pursuant to article VII, section 6, of the Hawaii Constitution. Appropriates funds. Effective 7/1/2050. (SD1)
