RELATING TO INFRASTRUCTURE IMPROVEMENT DISTRICTS.

Specifies that the cost of regional infrastructure improvements made by the Hawaii housing finance and development corporation may be assessed against transit-oriented development projects specifically benefiting from the improvements. Requires the Hawaii interagency council for transit-oriented development to review and make recommendations on applications for subaccount funds for infrastructure projects related to transit-oriented development. RELATING TO STATE PROCUREMENT OF WIFI AND INTERNET SERVICES.

Requires all state and state funded facilities, with certain exceptions, to have internet computer and wireless access filters to restrict access to pornography sites. Exempts state-owned housing and dormitories. Effective 1/1/2050. (HD1)

RELATING TO TAXATION.

Clarifies that the definition of "resident person" under the Hawaii Real Property Tax Act does not include foreign partnerships, foreign limited liability partnerships, foreign limited partnerships, or foreign limited liability companies. Effective 7/1/2050. Applies to real estate dispositions that occur on or after 1/1/2021. (SD1)

RELATING TO ALZHEIMER'S DISEASE AND RELATED DEMENTIA.

Requires the executive office on aging to convene a working group to update the state plan on Alzheimer's disease and related dementias by identifying the best practices and standards of dementia training in care facilities. Requires report to the legislature. (SD2)

RELATING TO AGRICULTURE.

Establishes the agricultural enforcement program and agricultural enforcement special fund within the Department of Agriculture. Authorizes the Board of Agriculture and agricultural enforcement officers to exercise police powers. Extends to the agricultural enforcement program the applicability of certain statutory provisions relating to the law enforcement officer independent review board; possession of electric guns; the law enforcement standards board; emergency vehicles; and worker's compensation for volunteer emergency response personnel. Authorizes the use of funds in the agricultural development and food security special fund for protection of agricultural resources. Appropriates funds. Effective 7/1/2050. (SD2)
