RELATING TO FUNDING FOR SCHOOL REPAIR AND MAINTENANCE.

RELATING TO AFTER-SCHOOL PROGRAMS.

Establishes the Hawaii after school program for youth within the Department of education to provide after school programs for public school and public charter school students in grades six through eight. RELATING TO HOMELESSNESS.

Allows the governor's coordinator on homelessness, in conjunction with the Hawaii interagency council on homelessness, to develop plans for the city and county of Honolulu and the counties of Hawaii, Kauai, and Maui to coordinate the services and shelter facilities of public agencies and nonprofit organizations to meet the concerns of communities impacted by homelessness and the needs of the homeless population within each county. RELATING TO THE EXECUTIVE OFFICE ON AGING.

Requires EOA and all agencies and non-profits that receive funding through EOA, including the kupuna care program and kupuna caregivers program, to establish infection control protocols, establish emergency preparedness and response protocols, and implement COVID-19 testing at long-term care facilities. Requires the EOA executive director to request an allocation of funds from the governor's emergency proclamation. (HD1)

RELATING TO LOAN FORGIVENESS FOR EARLY CHILDHOOD EDUCATION PROFESSIONALS.

Adds early childhood education teachers, including public charter school teachers, to the Hawaii educator loan program and allows the education loans of participants to be forgiven after 5 years of teaching. RELATING TO SCHOOLS.

Establishes a Workforce Readiness Program within the Department of Education to allow students to graduate from an extended high school enrollment with an industry-recognized associate's degree to complement the student's high school diploma. Appropriates moneys to develop and implement the program, including (2.0) FTE Educational Specialist II staff positions and (7.0) FTE District Office Teachers. Effective 7/1/2051. (HD1)

Requires the department of land and natural resources engineering division to develop an emergency intervention plan for the Wahiawa dam and reservoir.
