Amends certain general obligation bond funds appropriated in the General Appropriations Act of 2017 to purchase deep well easements on agricultural land on Oahu. (SB711 HD1)

Increases the number of Ohana Zone sites. Includes private property owned by non-profit organizations under a public-private partnership as potential Ohana Zone locations. Requires the Auditor to perform an operational audit of the academic and financial plans of the Department of Education. Requires the Department of Education to contract with a third-party consultant that specializes in school finance to study the adequacy of education funding in Hawaii. Appropriates funds. Establishes the Hawaii three to six out-of-school program for grades kindergarten through twelve. Authorizes the department of education to contract with private providers to furnish out-of-school programs for grades kindergarten through twelve, conducted during after-school hours, on weekends, and during inter-sessions on the premises of the private providers. Specifies that the Hawaii three to six out-of-school program special fund is to be administered by the department of education. Makes appropriations. (SB1515 HD1)

Requires the Office of the Auditor to conduct a performance and management audit of the Department of Human Services Disability Determination Branch. Appropriates funds. (SB492 HD2)

Prohibits written nondisclosure agreements involving sexual assault and sexual harassment as part of an employee's conditions of employment. Prohibits employers from retaliating against an employee for disclosing or discussing sexual harassment or sexual assault. (SB1041 HD2)

Amends the disposition of unclaimed funds in the Unclaimed Property Trust Fund to allocate funds under a certain amount to the Libraries Special Fund and to amend the threshold amount for funds transferred to the General Fund. Amends the time limit for retaining unclaimed funds in the Trust Fund. (SB978 HD2)

Renames the teacher national board certification incentive program the national certification incentive program. Expands program eligibility to include school psychologists. Clarifies requirements and incentives of the program. Clarifies that teacher incentives, bonuses, and compensation beyond regular wages are excluded from the per-pupil request and included as separate line items in the budget for public charter schools. Requires any express carrier company, common or contract carrier, or other person that transports liquor from outside the State for delivery in the State to prepare and file a monthly report with the liquor commission or liquor control adjudication board of each county in which deliveries are made.
