Lowers the age of voting in state and local elections from eighteen to sixteen years of age. Lowers the age of preregistration.

Eliminates the mortgage interest deduction for second homes under Hawaii income tax law. Requires the department of taxation to calculate the savings and transfer an equivalent amount of income taxes to the director of finance for deposit into the rental housing revolving fund.
Increases the rate of real estate conveyance tax for condominiums and single family residences ineligible for a county home-owner's exemption with a value of at least $2,000,000. Exempts from conveyance taxes documents and instruments conveying real property subject to a government assistance program approved and certified by HHFDC and used for the provision of affordable housing for qualified persons in the State. Removes maximum dollar amount of conveyance taxes that are to be paid into the rental housing revolving fund each fiscal year.
Authorizes the Hawaii housing finance and development corporation, Hawaii community development authority, and Hawaii public housing authority to sell leasehold units in residential condominiums located on state lands.
Authorizes the Hawaii Housing Finance and Development Corporation to enter into ninety-nine-year leases of units in residential condominiums located on state lands.
Amends coastal zone management laws to further protect against impacts of sea level rise and coastal erosion. (HD2)
Allows a court to enjoin a defendant convicted of committing certain assault or terroristic threatening offenses against a sports official from attending any sports event of the type at which the sports official was engaged in the lawful discharge of the sports official's duties. (HD1)
Requires the Department of Public Safety to expend certain appropriated funds during fiscal year 2020-2021 solely for the community-based work furlough program for female inmates. Effective retroactively to 6/30/2020. (HD2)
Establishes the stadium development special fund. Defines "stadium development district" and "district". Establishes general development guidance policies for the stadium authority's actions in the stadium development district. Requires the stadium authority to submit annual comprehensive status reports to the legislature. Broadens the powers and duties of the stadium authority that includes authorizing the stadium authority to acquire and hold title to real property. Exempts land to which the stadium authority holds title from the definition of "public lands". Transfers authority to issue leases of lands within the stadium development district from the Hawaii community development authority to the stadium authority, including expenditure of general funds and issuance of revenue and general revenue bonds proceeds provided by Act 268, SLH 2019. Authorizes the stadium authority, with approval from the governor, to delegate to other state agencies implementation of capital improvement projects, under certain conditions. Repeals part IX of chapter 206E, HRS, relating to the stadium development district. Broadens the representation of the stadium authority by adding two members to its membership. Makes the financial disclosures of members of the stadium authority public records pursuant to section 84-17(d), HRS. (HD2)
