Requires the auditor to conduct a comprehensive management audit of the department of commerce and consumer affairs' division of consumer advocacy.

Establishes a workforce development grant program within the office of community services of the department of labor and industrial relations, which shall award workforce development grants to organizations that provide workforce development services to native Hawaiians. Funds the grant program using revenues from the public land trust. Makes an appropriation.
Requires any express carrier company, common or contract carrier, except water carriers as defined and regulated by the Surface Transportation Board of the United States, or other person that transports liquor from outside the State for delivery in the State to prepare and file a monthly report with the liquor commission or liquor control adjudication board of each county in which deliveries are made. Makes unlawful the sale of flavored products for electronic smoking devices, mislabeling of e-liquid products containing nicotine, and sale of tobacco products other than through retail sales via in-person exchange. Establishes penalties. Includes e-liquid and electronic smoking devices in the definition of "tobacco products" for purposes of the cigarette tax and tobacco tax law. Increases the license fee for wholesalers and dealers of tobacco products and retail tobacco permit fee. Requires retailers to pay an additional excise tax on the retail price of electronic smoking devices on and after 7/1/2021. Directs a certain percentage of moneys received from the cigarette tax and tobacco tax to the Hawaii tobacco prevention and control trust fund to establish and fund a comprehensive youth tobacco cessation program. Requires a person under twenty-one years of age who unlawfully purchases or possesses tobacco products, including electronic smoking devices, to complete a tobacco education or use cessation program or perform community service for a first offense. Repeals the electronic smoking device retailer registration unit. Repeals provisions relating to delivery of sales under the cigarette tax and tobacco tax law.
Requires the department of health clean water branch to establish a working group and conduct a study on the feasibility of implementing pollution netting technology on the State's storm water drainage systems.
Provides a framework that supports consistent land use planning and development across the university of Hawaii system. Authorizes project partnerships with certain qualified persons.
Establishes the no child left inside grant program for the awarding of grants promoting outdoor education and recreation programs. Establishes the no child left inside grant program special fund. Appropriates funds.
Establishes a pilot program to generate revenue through the lease of public library lands to meet the mission of the public libraries. Establishes the library facilities fund. Requires the state librarian and department of education to report to the legislature. (SD1)
Requires the Hawaii Public Housing Authority to conduct a study on the state of broadband access in all public housing projects in the State. Requires the Public Housing Authority to submit a report of its findings and recommendations to the legislature prior to the convening of the regular session of 2022. Authorizes the Hawaii Public Housing Authority to request assistance from the Legislative Reference Bureau as may be necessary.
Requires DLIR to withhold and deduct income taxes from unemployment insurance benefits.
