Allows the raising of the building height limit for two of the six parcels owned by the office of Hawaiian affairs in the Kakaako Makai area to four hundred feet. Lifts the current restriction against residential development in Kakaako Makai to allow residential development by the office of Hawaiian affairs or by third parties to which the office of Hawaiian affairs conveys the parcels. Requires the office of Hawaiian affairs and any developer to provide written notice to any tenant or resident of potential aircraft related nuisances before entering into a lease, and to assess and propose mitigation efforts to address aircraft related nuisances in development plans and proposals. Requires the department of accounting and general services to establish and manage automotive support for work-related travel by employees of the State to minimize the size of motor pools. (SD1)
Transfers operational authority of the Makai Research Pier to the Natural Energy Laboratory of Hawaii Authority. Authorizes the director of finance to issue general obligation bonds for the Natural Energy Laboratory of Hawaii Authority to repair and upgrade the pier. Effective 7/1/2050. (SD2)
Establishes a green fee surcharge of $20 on transient accommodations for the purposes of funding workforce programs and services that promote certain environmental goals. Establishes a conservation workforce special fund. Repeals on 12/31/2031. (SD2)
Allows the governor to negotiate land exchanges to acquire lands suitable for long-term diversified agricultural production in return for state lands to be developed for affordable, workforce, and other housing. Requires legislative approval for the land exchanges. Report to the Legislature. Effective 7/1/2050. (SD1)
Prohibits, after December 31, 2045, the approval or extension of any electricity generation facility that applies or proposes to use fossil fuels to generate electricity or store electricity into a public utility grid-tied energy storage system resource. Prohibits, after December 31, 2045, the use of fossil fuels for the generation or storage or electricity. Prohibits the Public Utilities Commission from approving applications or proposals for public utility cost recovery from any generation or storage facilities that use fossil fuels, except in certain circumstances.
