Part I: Requires the State to regulate all agricultural imports and inspections. Establishes the air cargo pest inspection, quarantine, and eradication fund. Part II: Renames the agricultural development and food security special fund as the land-, aquaculture-, freshwater-, or sea-based food development and food security special fund and expands the scope of the special fund to include land-, aquaculture-, freshwater-, or sea-based food production. Requires the department of education to establish food waste and zero-emission vehicle goals as part of the sustainable schools initiative. Requires an annual report to the legislature. Effective 7/1/2050. (HD1)
Requires the Hawaii state energy office to develop a strategic plan that identifies strategies to achieve a resilient, clean energy, decarbonized economy as quickly as practicable and to submit the strategic plan to the legislature no later than twenty days prior to the convening of the Regular Session of 2023. Requires the Hawaii natural energy institute to conduct a feasibility study of the strategic plan and to submit its findings and recommendations to the legislature no later than twenty days prior to the convening of the regular sessions of 2023, 2028, 2033, 2043, and 2048. Requires persons in counties having a population greater than seven hundred fifty thousand who receive state funds and state financial assistance to donate unnecessary but functioning electronic devices and televisions to nonprofit organizations that will refurbish and distribute them to eligible persons in the State. Sets reporting requirements for donating entities, nonprofit refurbishers, and the department of accounting and general services. Sets administrative penalties for violations. Effective 7/1/2050. Requires the department of health to establish a task force to study the feasibility of entering into the solemn covenant of the states to award prizes for curing diseases. Effective 7/1/2060. (HD1)
Requires the State to conform to those provisions of the Consolidated Appropriations Act, 2021, relating to taxable income and deductible expenses. Effective 1/1/2050. (HD1)
