Allows HPHA to build non-subsidized housing. Excludes amounts required to be set aside or transferred pursuant to the Admission Act of 1959 or sections 1 and 6 of the State Constitution with respect to the net proceeds of sales or leases of HPHA-developed property, from being deposited into the public housing revolving fund. Requires HPHA to submit certain documentation to the office of Hawaiian affairs regarding government or crown lands set aside or leased to HPHA prior to any plan to redevelop or enter into a public-private partnership for affordable housing development. Requires the Department of Defense, in coordination with the Hawaii Emergency Management Agency, Department of Health, and the Hawaii Technology Development Corporation, to identify and propose an appropriate location for the construction of a state stockpile storage facility to stockpile emergency supplies necessary for responding to natural disasters and pandemics. Appropriates moneys.
Requires departments to submit their annual reports concerning their non-general fund accounts to the Auditor in addition to the Legislature. Requires departments to include the status of implementing any recommendations made by the Auditor, and if no action has been taken, to detail the reasons why any recommendation has not been implemented in their annual reports submitted regarding their non-general fund accounts. Requires the Auditor to include, in its annual report to the Legislature on special, revolving, and trust funds, identification of any unimplemented fund recommendations made in an earlier auditor's report. Requires that an emergency permit for the construction, maintenance, or improvement of shoreline hardening structures be valid for up to three years and may not be renewed or extended. Establishes penalties for persons who build, improve, or maintain a shoreline hardening structure without a valid permit. Requires the Division of Conservation and Resources Enforcement to administer and enforce the penalties.
Provides for timely review by the public utilities commission in its decision-making process regarding proposed renewable energy projects. Requires timely completion of the interconnection process by electric public utilities. Allows electric public utilities and developers to agree to extend the timely completion of the interconnection process. (SD1)
Requires any person that receives state or county funding who wants to remove a beehive or swarm from the person's property to contract with a beekeeper or pest control operator for removal.
Authorizes the director of taxation to exempt a taxpayer whose annual general excise tax liability does not exceed $100 from monthly, quarterly, or semiannual general excise tax filing requirements; provided that the taxpayer files an annual return. Applies to taxable years beginning after 12/31/2021. (SD1)
