Requires each executive department to identify departmental facilities that may be vulnerable to flooding and other impacts of sea level rise and assess options for mitigating the effects of sea level rise on those facilities.

Requires that the department of accounting and general services be responsible for ensuring that the facilities under their responsibility are maintained in accordance with proper repair, maintenance, and cleanliness standards to promote the health and safety of occupants and visitors. (SD1)
Establishes a digital identification pilot program to be implemented by the director of transportation and administered by the examiner of drivers for each county. Requires the director of transportation to acquire or develop a mobile application that displays digital identification required for drivers' licenses and civil identification cards. Repeals on June 30, 2022.
Requires persons in counties having a population greater than seven hundred fifty thousand who receive state funds and state financial assistance to donate unnecessary but functioning electronic devices and televisions to nonprofit organizations that will refurbish and distribute them to eligible persons in the State. Sets reporting requirements for donating entities, nonprofit refurbishers, and the department of accounting and general services. Sets administrative penalties for violations. Effective 7/1/2050.
