RELATING TO TRAUMA-INFORMED CARE.

Establishes a trauma-informed care task force within the department of health to make recommendations of trauma-informed care in the State. Effective 7/1/2050. (SD2)

RELATING TO VOTING.

Requires that any person who is eligible to vote and applies for a new or renewal motor vehicle driver's license, provisional license, or instruction permit, or a new, renewal, or duplicate identification card be automatically registered to vote if that person is not already registered to vote unless the applicant affirmatively declines to be registered to vote. Authorizes access to and electronic transmission of databases maintained or operated by the counties or the department of transportation containing driver's license or identification card information to election officials and the statewide voter registration system. Effective 1/1/2022.

RELATING TO CHILDREN.

Allows a minor who has reached the age of sixteen to petition the family court for emancipation. Requires the court to take certain actions regarding investigation of the petition, appointment of legal counsel and a guardian ad litem for the petitioning minor, and the findings necessary to grant the petition. Specifies the rights gained by the minor upon emancipation. Requires the court to require the minor's parents or legal guardians to pay for any services ordered by the court. Effective 7/1/2060. RELATING TO THE UNIVERSITY OF HAWAII.

Requires that twenty-five per cent of a University of Hawaii research faculty's salary be paid out of the extramural funds and research and training revolving fund generated by the unit at which the faculty works or holds tenure. Requires grants, contracts, and agreements applied for or entered into beginning on July 1, 2021, that provide for extramural funds for use by a research faculty to include express provision allowing such funds to be used to pay for the research faculty's salary. Defines research faculty.

RELATING TO AGRICULTURE.

Part I: Requires the State to regulate all agricultural imports and inspections. Establishes the air cargo pest inspection, quarantine, and eradication fund. Part II: Renames the agricultural development and food security special fund as the land-, aquaculture-, freshwater-, or sea-based food development and food security special fund and expands the scope of the special fund to include land-, aquaculture-, freshwater-, or sea-based food production. RELATING TO CHARTER SCHOOLS.

Requires that members of the public charter school commission be appointed by the governor or various members of the legislature. Automatically allows public and private postsecondary institutions and county and state agencies to authorize public charter schools. Clarifies the procedures for establishment of a new start-up and conversion charter school. Repeals language prohibiting authorizers from providing technical support to prospective charter school applicants. Provides the board of education with the power to penalize public charter school authorizers.

RELATING TO HOMELESSNESS.

Requires the governor's coordinator on homelessness, in conjunction with the Hawaii interagency council on homelessness, to develop plans for the city and county of Honolulu and the counties of Hawaii, Kauai, and Maui to coordinate the services and shelter facilities of public agencies and nonprofit organizations to meet the concerns of communities impacted by homelessness and the needs of the homeless population within each county. Requires the county plans to contain specific strategies to address unmet needs in each county. Requires annual reports to the legislature on the status of the county plans. Effective 7/1/2060. (HD1)
