RELATING TO EDUCATION.

Amends the minimum qualifications for nominees to the State Public Charter School Commission to require residency in the State. Provides that commission members may be reimbursed for necessary and reasonable travel expenses incurred in the conduct of official commission business.

RELATING TO THE GREEN ENVIRONMENT.

Adds objectives, policies, and implementation guidelines for planning for the lei of green to the Hawaii State Planning Act. Requires a report to the Legislature and appropriates funds for costs associated with researching, compiling, and submitting the report. Effective 7/1/2050. (SD2)

RELATING TO ALZHEIMER'S DISEASE.

Establishes an outreach program in the department of health to inform physicians and appropriate non-physician practitioners participating in medicare that comprehensive care planning services for those with Alzheimer's disease and related dementias is a covered benefit under medicare. RELATING TO ROOFING CONTRACTORS.

Prohibits roofing contractors from offering to pay, in any monetary form, an insured's insurance deductible as an incentive to encourage the insured to hire the contractor. Allows insureds to rescind contracts with roofing contractors within five business days of receiving notification from an insurer that all or any part of a claim or contract is not a covered loss under the insured's insurance policy. Allows the Contractors License Board to revoke, suspend, or refuse to renew a contractor's license if the contractor performs as a public adjuster without a public adjuster license. (SD2)

RELATING TO HEALTH.

Authorizes naturopathic physicians with the same authority as physicians and advanced practice registered nurses in regards to providing written certifications to qualified patients for the medical use of cannabis. Effective 7/1/2050. (SD1)

RELATING TO CABLE TELEVISION.

Amends the factors the director of commerce and consumer affairs must consider when determining whether cable service should be made available upon a new application of a cable franchise. Requires that the director require cable operators to provide cable service to residences in their service area where there is a minimum density of at least twenty-five homes per linear mile, with certain exceptions. Authorizes the director to grant waivers. Effective 1/2/2050. (SD2)

RELATING TO REAL PROPERTY TRANSACTIONS.

Requires a vulnerable coastal property purchaser statement to be executed by the purchaser or transferee with the sale or transfer of vulnerable coastal real estate. Effective 12/31/33. (SD1)

RELATING TO THE YOUTH VAPING EPIDEMIC.

Bans the sale of flavored tobacco products. Prohibits mislabeling of e-liquid products containing nicotine. Establishes fines and penalties for violations. Authorizes a court to impose, as a penalty on a person eighteen to twenty-one years of age who is convicted of possession of a tobacco product or electronic smoking device, the requirement to complete a tobacco education program, complete a tobacco use cessation program, or perform community service instead of paying a fine. Requires a parent or guardian of a minor to select from among the penalties for a minor convicted of possession of a tobacco product or electronic smoking device. (SD1)

RELATING TO LONG TERM CARE.

Requires the Executive Office on Aging to assess progress toward the policy goals identified by the Long Term Care Commission and to formulate recommendations on how the State can meet these goals. Requires a report to the Legislature. Appropriates funds. Effective 7/1/2050. (SD2)
