Requires the comptroller's annual report to the governor and the legislature to include a list of all accounts that were closed by the comptroller and a list of accounts that are still open but that are still open but serving a lapsed program or initiative during the immediately preceding fiscal year. Gives a preference to students who live within the service area of a school or who enrolled in the school the previous school year who apply for participation in a career and technical education program offered by that school. Establishes enrollment in a career and technical education program as a new exception to the requirement to attend school within the service area in which a student resides. (SD2)
Establishes a pilot project to purchase, install, and maintain emergency evacuation chairs in multi-story state buildings. Requires a report to the Legislature. Appropriates funds. Effective 7/1/2050. (SD2)
Prohibits the manufacture, possession, sale, barter, trade, gift, transfer, or acquisition of detachable ammunition magazines with a capacity in excess of ten rounds, regardless of the type of firearm with which the magazine is compatible, except for magazines that was legally possessed prior to this Act. Prohibits the sale, barter, trade, gift, transfer, or acquisition, except by means of inheritance, of such large-capacity magazines. Makes an exception for possession and use by law enforcement agencies and officers. (SD2)
Requires the department of public safety to review and update, at least annually, its policies and procedures governing the use of force, weapons, and equipment. Requires the law enforcement standards board to review the department's use of force training. Effective 7/1/2050. (HD1)
Requires the state council on developmental disabilities to convene a working group to study the design and implementation of a program for providing home- and community-based services to individuals with intellectual or developmental disabilities who are found, through assessment, to be at risk of institutionalization. Requires a report to the legislature. Effective 12/31/2059. (HD1)
Requires the fuel tank advisory committee to meet twice within a same calendar year at least six months apart.
Provides veterinarians who provide emergency care to an animal immunity from civil liability in the absence of gross negligence. Provides veterinarians who render emergency treatment when there is no veterinarian-client-patient relationship, immunity from civil liability in the absence of gross negligence. Requires veterinarians to report to law enforcement events of animal injury, death, or abuse where there is reasonable cause to believe that it relates to dog fighting or animal abuse and gives veterinarians immunity from civil liability for making the reports.
