RELATING TO AGRICULTURAL LANDS.

Clarifies that agriculture activities in non-agricultural park lands may include the care and production of pasture lands. Requires the transfer of certain lands from DLNR to DOA. Requires DLNR to accept and return to its land inventory, any parcel or portion thereof, transferred pursuant to this Act that the DOA has determined to be unsuitable or unnecessary for agricultural use. Requires reports to the Legislature on implementing the land transfers, addressing the concerns about stewardship, and compliance with the land transfers. Requires DLNR and DOA to identify potentially transferable lands whose land use classification is at dispute and petition the land use commission for a determination. Appropriates funds. Effective 7/1/2051. (HD1)

RELATING TO WORLD WAR II COMMEMORATION.

RELATING TO EMERGENCY MANAGEMENT.

Requires the Hawaii emergency management agency to inventory all designated emergency shelters and their ability to withstand a category one hurricane or higher. Requires Hawaii emergency management agency to provide a list of shelters and their respective hurricane ratings to the legislature. Effective 7/1/2050. (HD1)

RELATING TO SUSTAINABILITY.

Requires the department of land and natural resources to recognize that game mammals and game birds provide a food source and play a role in native Hawaiian traditional and customary practices and that striking the right balance between the management of game mammal and game bird populations and sustainability of their natural habitats to reduce negative impacts to important watershed areas is a priority and that the State's unique relationship with the ocean requires careful consideration and management of land and ocean activities that prioritize the public trust responsibilities of the State. Requires each department, office, or agency of the State to update its rules and policies to integrate the local hunting and fishing industries into any food security or sustainability strategies that department, office, or agency employs. Requires reports to the legislature. Effective 7/1/2051. (HD1)

RELATING TO FUNDING FOR SCHOOL REPAIR AND MAINTENANCE.

Requires the department of education to include source of project funding and amount of legislative appropriations used for some other purpose and the justification for such use in the information posted on the department's website relating to school repair and maintenance projects. RELATING TO TEACHER COMPENSATION.

Appropriates funds for teacher compensation as negotiated and executed in a memorandum of understanding between the superintendent of education and the exclusive representative of collective bargaining unit (5) for an experimental modernization project to address compensation equity issues and make discretionary salary adjustments; additional teacher pay for special education, hard-to-staff geographic locations, and Hawaiian language immersion programs; or some combination. Appropriates funds for classroom teacher shortage differentials for charter schools and fringe benefit costs for teacher compensation. Effective January 1, 2050. (HD1)
