RELATING TO THE HAWAII TEACHER STANDARDS BOARD.

Amends the powers and duties of the Hawaii teacher standards board to authorize the issuance of certificates for teachers at private schools and extending the expiration dates for licenses, permits, and certificates when a state of emergency is declared under section 127A-14, Hawaii Revised Statutes. Allows the department of education and charter schools to employ emergency hires for more than three years if authorized by the Hawaii teacher standards board. (HD2)

RELATING TO THE ENVIRONMENT.

Prohibits, after 6/30/2020, the approval of a new or renewed power purchase agreement for electricity generated from coal. Prohibits, after 6/30/2020, the modification of a coal power purchase agreement that proposes to extend the term or increase the amount of generation that is allowed to be produced under the existing agreement. Prohibits, after 12/31/2022, the issuance or renewal of covered source air permits for coal-burning electricity generation facilities. (HD1)

RELATING TO PUBLIC SAFETY.

Requires the Department of Public Safety to expend certain appropriated funds during fiscal year 2020-2021 solely for the community-based work furlough program for female inmates. Effective retroactively to 6/30/2020. (HD2)

RELATING TO A SCHOOL FACILITIES AGENCY.

Establishes the school facilities agency to be responsible for all public school development, planning, and construction, related to capital improvement projects assigned by the legislature, governor, or board of education. Places management of school impact fees with the agency. (HD2)

RELATING TO MOTOR VEHICLES.

Prohibits intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional air bag, or air bag that does not meet federal safety requirements, with the intent that such device replace an air bag in any air-bag-required motor vehicle. Prohibits intentionally or knowingly selling, offering for sale, installing, or reinstalling in an air-bag-required motor vehicle any device that causes the air-bag-required motor vehicle's diagnostic systems to fail to warn that an air bag is not installed or the air-bag-required motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional air bag, as applicable. RELATING TO CONDOMINIUMS.

Repeals the sunset provision of Act 196, Session Laws of Hawaii 2018, making permanent the amendments to sections 514B-71(a), 514B-72(a), and 514B-161, Hawaii Revised Statutes. (SD1)
