Prohibits certain state officials and employees from representing certain interests regarding any state administrative or legislative action for 12 months after termination from their respective positions.

Removes the construction completion deadline for the Leialii affordable housing project. Allows HHFDC to address historic preservation laws when funding is appropriated for each portion of the Leialii affordable housing project. Effective 7/1/2050. (HD1)
Creates a statutory right of victims and witnesses of sexual offenses under part V of chapter 707, Hawaii Revised Statutes, to a speedy trial in criminal cases involving adult defendants. Requires the court and the prosecution to take appropriate action to ensure a prompt trial in order to minimize the length of time a child abuse victim or minor witness must endure the stress of the proceedings. Specifies that the scope of practice for licensed physical therapists to include the practice of dry needling. Requires the board of physical therapists to certify qualified licensed physical therapists to perform dry needling after 1/1/2022, and designate requirements to perform dry needling. Allows the board of physical therapists to revoke or suspend a physical therapist's license for performing dry needling incorrectly, without proper training or certification, or in a manner that would likely harm a patient.
Requires commercial helicopter owners and operators to submit reports to the Department of Transportation about basic helicopter flight information. Requires the Department of Transportation to post reports regarding helicopters to its website.
Requires the department of education to establish food waste and zero-emission vehicle goals as part of the sustainable schools initiative. Requires an annual report to the legislature. Effective 7/1/2050. (HD1)
Increases from three grams to thirty grams: (1) the minimum amount of marijuana that a defendant must possess to be charged with a petty misdemeanor; and (2) the maximum amount of marijuana that a defendant convicted of possessing marijuana could have possessed without being disqualified from the subsequent expungement of the record of that conviction. Beginning 1/1/2022, prohibits the issuance of building permits for new building construction unless the applicant provides sufficient proof that the building will be able to withstand category four hurricanes. Beginning 1/1/2022, requires building permits to be obtained for work performed for state government agencies on all new public buildings, and requires new public buildings to be designed to withstand category five hurricanes.
Defines "beneficiary consultation". Prohibits the department of Hawaiian home lands from disposing or extending a general lease to non-beneficiaries, unless there are no applicants seeking to enter into a general lease to the use and occupancy of a tract of Hawaiian home lands. Requires the department to notify beneficiaries through beneficiary consultation prior to the disposition of Hawaiian home lands. Adds language to require Section 204 lessees mandate homestead beneficiary agreements. Prohibits the department from establishing additional criteria to enter into a general lease with an applicant, under certain conditions. Specifies that the department may grant a license or enter into a general lease, under certain conditions. Allocates the interest or other earnings from the Hawaiian home loan fund and Hawaiian home general loan fund into their respective funds, under certain conditions. Requires the department to submit a quarterly report to the legislature and beneficiaries. Authorizes the department to negotiate with homestead association governed water agencies to maintain water systems prior to other service providers, under certain conditions. (SD1)
Expands coverage of breast cancer screening and imaging to include an annual mammogram for a woman of any age with an above average risk for breast cancer, risk factor screening for women ages thirty or older, and additional supplemental imaging for any woman, regardless of age, as deemed medically necessary by an applicable American College of Radiology guideline. Requires the auditor to conduct an impact assessment report and make a report to the legislature. Effective 7/1/2060. (HD1)
