Requires sellers of electronic smoking devices or eliquid to obtain a retail tobacco permit or dealer or wholesale license. Clarifies that projects that contain a combination of time share interests, transient vacation rentals, and private residential units located in the same project are required to provide basic documents that will enable an owner to sell the owner's time share interest. Specifies that a plan manager of a time share owners association or vacation club board of directors must provide specific information to owners regarding candidates for election to the board of directors within thirty days prior to the election and shall not have a controlling interest on the board of directors. Clarifies that a mutual benefit society shall maintain a minimum net worth calculated based on gross annual premium revenues and gross annual health care expenditures. Requires gross annual premium revenues and gross annual health care expenditures to be reduced by the total amount ceded to reinsurers, provided that the reinsurance credit complies with credit for reinsurance requirements. Clarifies that the removal or replacement of a director elected by a class of unit owners shall be by a majority of only the members of that class. Specifies that for an election in a mixed-use condominium project where directors are elected by different classes of owners, an association may cast a vote or votes allocated to any nonresidential unit owned by the association where those eligible to vote in the election are limited to owners of one or more nonresidential units, including the nonresidential unit owned by the association.
