Makes an appropriation for a grant-in-aid to W.H. Shipman, Ltd., for traffic plans and traffic lights in the Shipman Business Park.

Amends the environmental response, energy, and food security tax to allocate a portion of the proceeds to the Hawaii agricultural development revolving fund. Directs funds deposited into the Hawaii agricultural development revolving fund through the environmental response, energy, and food security tax to be expended to acquire agricultural land and to assist with food sustainability. Takes effect 7/1/2050. (SD1)
Appropriates funds for a full-time agricultural management position and equipment for the Kulani correctional facility agriculture operation.
Exempts qualifying patients who are veterans of the United States military from medical marijuana registration fees.
Requires the driver of a vehicle overtaking a bicyclist to allow at least a three-foot separation between the driver's vehicle and the bicyclist. Allows a driver of a vehicle to overtake a bicyclist in a no passing zone when overtaking the bicyclist can be done safely.
Requires the Department of Public Safety in collaboration with county and state agencies and, upon request of the inmate, to issue civil identification cards to the inmate and to assist the inmate in obtaining the inmate's birth certificate, social security card, and other relevant identification necessary for successful reentry into society. Clarifies that projects that contain a combination of time share interests, transient vacation rentals, and private residential units located in the same project are required to provide basic documents that will enable an owner to sell the owner's time share interest. Specifies that a plan manager of a time share owners association or vacation club board of directors must provide specific information to owners regarding candidates for election to the board of directors within thirty days prior to the election and shall not have a controlling interest on the board of directors. Establishes a temporary food security task force at the national disaster preparedness training center at the University of Hawaii to develop an emergency food plan that addresses certain food security issues resulting from an emergency, catastrophic event, or quarantine. Makes an appropriation.
Authorizes the director of finance to issue general obligation bonds to finance capital improvements to various irrigation systems. (SD1)
Requires the interest earned on the balance of the Hawaii hurricane reserve trust fund to be retained in the trust fund. Requires the board of directors of the Hawaii Hurricane Relief fund to conduct a study of the acquisition of a catastrophic hurricane loss financing arrangement with all or a portion of the interest earned in the trust fund. Appropriates hurricane reserve trust fund moneys for the study. (SD1)
