RELATING TO MEDICAL COVERAGE FOR FIREFIGHTERS.

Improves access for firefighters and former firefighters to comprehensive medical coverage and retirement benefits for hazardous duty related diseases that are presumed to arise out of and in the course of employment. (SD1)

RELATING TO RACIAL PROFILING PREVENTION.

Prohibits state and county law enforcement officers from using a person's race or ethnicity to form probable cause or reasonable suspicion to stop a vehicle. Appropriates funds for the implementation of an annual racial profiling prevention training program for state and county law enforcement officers.

RELATING TO DENTAL ASSISTANTS.

Clarifies the allowable and prohibited practices requirements for dental assistants. Clarifies that rules shall not infringe upon, overlap with, or conflict with the duties and scope of practice for other licensed professionals. Prohibits persons from employing, directing, or ordering a dental assistant or other person to perform services or procedures within the scope of practice of dental hygiene. (SD1)

RELATING TO KUPUNA CARE.

Requires the executive office on aging to establish the kupuna caregivers program, subject to available funds, to assist community members in obtaining care for elders while remaining in the workforce. Makes establishment of the kupuna care program mandatory, subject to available funds. Clarifies the kupuna service and support options provided by area agencies on aging within the kupuna care program. Appropriates funds for establishing and implementing the kupuna caregivers program. RELATING TO LAW ENFORCEMENT.

Prohibits state and county law enforcement officers from engaging in high speed pursuits of vehicles that illegally proceed through a red traffic-control signal or change lanes into an oncoming traffic lane and proceed in the opposite direction of oncoming traffic.

RELATING TO LONG-TERM CARE FACILITIES.

Providing an annual inflationary adjustment in the methodology used to reimburse facilities for the long-term care of Medicaid recipients beginning with fiscal year 2017-2018. Appropriates funds to provide an inflationary adjustment to long-term care facilities' provider-specific prospective payment rates. (SB308 HD1)

RELATING TO CAMPAIGN SIGNS.

Prohibits a person from posting, maintaining, displaying, or erecting any sign on public property that urges voters to vote for an election candidate. Designates the candidate that the sign urges voters to vote for as the party responsible for removing the sign. Allows the Campaign Spending Commission to impose fines for violations and place a lien against the campaign account of the candidate if the sign is not removed within 2 weeks of receipt of written notice. Allows the candidate to object to written notice of removal. Requires the Campaign Spending Commission to adopt rules.
