Appropriates funds to the department of land and natural resources to assist with and provide supplemental funds to the National Wildlife Research Center to research the negative impacts of the rose-ringed parakeet on Kauai and develop and implement a control plan to reduce the negative impacts.
Allows transient accommodations brokers to register as tax collection agents to collect and remit general excise and transient accommodations taxes on behalf of operators and plan managers using their services. Ensures that the subject property is in compliance with applicable land use laws. Sunsets on 12/31/2022.
Requires public procurement construction bids to list subcontractors and joint contractors only for contracts of an unspecified dollar amount or more; provided that bids lacking this list may be accepted if in the State's best interest and subcontractor and joint contractor work is an unspecified per cent or less of the total bid amount. Prohibits the remote sale and shipment of cigarettes and tobacco products, including electronic smoking devices, to consumers except to licensed wholesalers or dealers and permit-holding retailers. Makes violation of the prohibition a class C felony subject to a maximum fine of $5,000. (SD1)
Authorizes the issuance of general obligation bonds for design, plans, material, construction, and equipment for an extension of the Lahaina bypass road from north Keawe street to beyond Puukolii road.
Establishes a temporary food security task force at the national disaster preparedness training center at the University of Hawaii to develop an emergency food plan that addresses certain food security issues resulting from an emergency, catastrophic event, or quarantine. Makes an appropriation.
Amends the cesspool upgrade, conversion, or connection income tax credit for taxable years beginning after 12/31/17 to: make the tax credit refundable; disallow the tax credit for taxpayers whose federal adjusted gross income exceeds certain amounts; expand the criteria for cesspools that qualify for the tax credit; and extend the sunset date to 12/31/2022. Requires that all cesspools in the State be upgraded or converted to septic or aerobic treatment unit systems or connected to sewer systems by 01/01/2050. Establishes a grant program to assist with cesspool upgrade or conversion costs. Appropriates funds for the grant program. Requires the department of health to develop guidelines for the mandatory disclosure of cesspools on real property. (SD1)
