RELATING TO LAW ENFORCEMENT.

Provides that a law enforcement officer has a duty to intervene if the law enforcement officer reasonably believes that another law enforcement officer is using unnecessary or excessive force on an arrestee. Requires the law enforcement officer to report the incident to the fellow law enforcement officer's supervisor. Requires relevant departments to submit annual reports to the Legislature. (SD2)

RELATING TO THE RIGHT TO EXIT THE SEX TRADE.

Establishes within the Department of Human Services a 1-year pilot program to provide a basic monthly income of $2,000 for a period of up to 1 year to qualified adults who are verified victims of sex trafficking and are seeking to exit the sex trade. Requires report to the Legislature before Regular Session of 2023. Appropriates funds. Effective 12/31/2050. (SD2)

RELATING TO PROSTITUTION.

Allows defendants who enter a deferred acceptance of nolo contendere plea or deferred acceptance of a guilty plea to have the plea vacated if conditions are met. Amends the statute to specify that the three-year period begins after the original deferral of the nolo contendere plea. Effective 7/30/2075. (SD1)

RELATING TO CORRECTIONS.

Restricts the use of solitary confinement in state-operated and state-contracted correctional facilities, with certain specified exceptions. Requires the Department of Public Safety to use appropriate alternatives to solitary confinement for inmates who are members of a vulnerable population. Defines "member of a vulnerable population." Requires a report to the Legislature.
